The DNR’s Enterprise Project Management Office (EPMO) is seeking a skilled and energetic individual to develop and maintain frameworks around project and performance management. This is a start-up EPMO with opportunity to provide creative input and establish ownership. The Enterprise Projects and Performance Specialist serves as consultant to management related to health, performance and status of implementing agency strategic initiatives utilizing project management and performance management in support of its goals and mission.

Responsibilities:
  • Establish positive and productive rapport with DNR employees at all levels
  • Lead the EPMO in enterprise project coordination:
Develop and maintain project libraries
Develop and maintain work breakdown structures and project schedules
Develop and maintain project control logs
Track resource utilization
  • Lead the EMPO in operational performance reviews:
Work with operational and policy leaders to develop performance measures
Establish a quarterly reporting framework
  • Produce and maintain complex reports and dashboards related to agency initiatives and performance for use by diverse groups of staff, management, the public and other governmental entities
  • Serve as the agency Smartsheet administrator

Required Qualifications: 
  • A Bachelor's degree in business administration, public administration, or a related field. OR a combination of education and/or experience equivalent.
  • Demonstrated experience and proficiency in two or more, or combination of the following areas:
project management
performance measurement/management
business analysis and requirements development
continuous improvement
preparing and presenting effective and accurate analysis narrative, statistical and graphical reports
  • Intermediate skill level/proficiency with Microsoft Word, Excel, PowerPoint and Visio.
  • Intermediate skill level/proficiency with design, build and administration of project libraries, lists and toolkit platforms such as Microsoft SharePoint.
  • Intermediate skill level/proficiency with design, build and administration of project schedules, reports and lists such as Microsoft Projects or Smartsheet.
  • Demonstrated experience and ability to:
create work plans, proposals, briefings and training
use schedules, timelines and other graphics to report status and stay on track
break down, sort and synthesize information, identify trends and key themes, form accurate conclusions and display through charts and graphics, and develop appropriate action steps and recommendations
improve and streamline work processes beyond the specific assignment, focusing on outcomes and taking calculated risks - flexible and able to embrace challenges and change
create, establish, monitor and measure work plans, and work with others to enhance and enable work plan implementation
organize multiple assignments, and produce work products that are accurate, thorough and on-time

Conditions of Employment:
  • Employees of the Department of Natural Resources (DNR) are required to be fully vaccinated against COVID-19 as a condition of employment. Desired Qualifications: 
  • A Bachelor's degree in business administration, public administration, or a related field and five years experience and proficiency in two or more, or combination of the following areas:
project management
performance measurement/management
business analysis and requirements development
continuous improvement
preparing and presenting effective and accurate analysis narrative, statistical and graphical reports.
  • Project Management or Coordination training and certification.
  • Advanced skill level/proficiency with Microsoft Word, Excel, PowerPoint and Visio.
  • Advanced skill level/proficiency with design, build and administration of project libraries, lists and toolkit platforms such as Microsoft SharePoint.
  • Advanced skill level/proficiency with design, build and administration of project schedules, reports and lists such as Microsoft Projects or Smartsheet.
