The Idaho State Department of Agriculture is currently recruiting for an IT Software Engineer III for the Administration division.

This position requires the employee to provide leadership in the design, evaluation, and installation of system software and supporting sub-systems; provides project leadership and technical guidance in programming and analysis; perform related work.

Example of Duties
Key Responsibilities:
  • Develop Windows programs and/or web based applications and interfaces using MVC.Net, ASP.Net, C#.NET, VB.Net, SQL Server, Ajax, Razor and other appropriate technologies.
  • Perform analysis with end-user clients to define system requirements for potential uses of information technologies.
  • Research available tools and technologies to determine alternative technology solutions.
  • Research, implement, and support multiple computing platforms, operating systems, processing environmental technologies.
  • Design and install new or enhanced network systems.
  • Continue to exploit new features of Microsoft C#.NET, VB.Net, ASP.Net, MVC.NET, PHP, SQL Server and other utilities and programming languages as they become available.
  • Provide operating system support on ISDA servers and workstations, as needed.
  • Provide network system support on the ISDA network, as needed.
  • Research, design and install a new or enhanced complex integrated system which includes multiple technologies and platforms and the resolution of conflicting goals.
  • Install, maintain, troubleshoot, and resolve complex multi-architecture and applications software problems.
  • Install and maintain operating systems and system software.
  • Working on multiple projects as a team leader in which coordination with staff, service areas, and functions are an important aspect.
  • Identify and resolve complex system-related problems and dealing with key users.
  • Participate in long-range planning functions involving impact and capacity planning and other future IT needs.
  • Develop and conduct IT training.
  • Plan, organize and manage work assignments.
  • Follow and maintain the processes and procedures of the agency.
  • Analyze information and evaluate results to develop solutions and solve problems consistent with ISDA policies and all applicable laws.
  • Work cooperatively and collaboratively with peers, subordinates, supervisors, business partners and the public. Treat others with the consideration, understanding, and respect you expect from them.
  • Accept assignments, coaching and mentoring from supervisors and others.

Minimum Qualifications
These qualifications are mandatory requirements.
  • Considerable knowledge of data architecture, software architecture, common software design patterns, development and testing practices
  • Considerable knowledge of programming languages and software development tool suites.
  • Experience creating, interpreting and documenting user requirements 
  • Experience analyzing development solutions to show costs and benefits 
  • Experience coding, testing and deploying production systems
  • Experience establishing and defining architecture and development standards.

Supplemental Information
Desirable Area: This qualification is not required however if you have the related background it may increase your score.
  • Experience using MVC.Net, ASP.Net, C#, SQL Server, Ajax, and/or Razor technologies. 

This job family translates business and technical requirements into well-engineered, tested, and deployed business applications. Responsibilities include the analysis, design, development, testing, installation, and maintenance of information systems. Incumbents interface with customers and other developers to determine the most efficient and cost-effective approach to meet business requirements. Solutions utilize a variety of hardware and software technologies and may include new code, construction, modifications to existing modules, and/or package implementation. Incumbents of this job series develop designs and evaluate and select tools necessary to build and support their systems.

Temporary appointments from this announcement, serving at least one thousand forty (1,040) hours of continuous service, may be hired as an entrance probationary employee without further examination for the same classification and location as announced.
