Chief Deputy Treasurer

Hiring Wage: $78,500/yr

GENERAL SUMMARY
The Chief Deputy is responsible for the operations of the Treasurer’s three departments: Treasurer, Tax Collector, and Public Administrator. This position directs the budget efforts, presentations to the Ada Board of County Commissioners and other budgetary related items. This position coordinates the activities of the Treasurer’s Office with other departments, offices, and outside agencies. The Chief Deputy insures all activities within the Treasurer’s Office are in compliance with federal, state, and local laws. Per Idaho Code, the Chief Deputy acts on behalf of the County Treasurer in his/her absence.
 

DISTINGUISHING FEATURES OF THE CLASS
Works under the general direction of the Treasurer, but coordinates office operations with Finance Manager. Work review will be based on such matters as fulfillment of office objectives and functions or effect of advice and decisions on overall office performance.
 

ESSENTIAL FUNCTIONS
  • May supervise personnel as needed
  • Participates in selecting, interviewing, and hiring employees;
  • Reviews and evaluates the effectiveness of the Office in terms of quality of work, efficiency and customer service;
  • Develops, recommends, and implements goals, policies, and procedures to enhance operations;
  • Designs and implements long and short range plans to address funding, equipment, staffing, and public education;
  • Oversees the development of the budget and tracks revenues and expenditures;
  • Represents the Treasurer in an official capacity at meetings;
  • Responsible for random cash audits of department.

ADDITIONAL FUNCTIONS
  • Interprets and explains county ordinance as it relates to the Office;
  • Interfaces with the media and responds to questions;
  • Conducts special studies or assignments involving the various programs and functions of the Office;
  • Assists in performing the functions of Public Administrator including: packing and organizing decedents property for transport and storage;
  • Performs related functions as required.
 
JOB REQUIREMENTS
  • Bachelor's Degree from an accredited four-year college or university in Business, Finance, Economics, Public Administration or a related field, or an equivalent combination of education and experience;
  • Minimum of five years related experience required;
  • Previous government experience, preferred;
  • Knowledge of laws and regulations pertaining to the Treasurer, Tax Collector, and Public Administrator;
  • Knowledge of investments;
  • Knowledge of effective employee supervision and motivation;
  • Knowledge of statistical concepts such as probability, variance, correlation, regression, and inference;
  • Skill creating and analyzing statistical reports and spreadsheets;
  • Skill making effective and persuasive presentations on controversial or complex topics;
  • Skill planning and organizing resources;
  • Skill interpreting policies and procedures and explaining complex information to others;
  • Skill communicating effectively and persuasively with culturally diverse populations;
  • Skill defining objectives, gathering and analyzing data, and creating recommendations;
  • Skill effectively leading and managing others;
  • Skill developing action to plans;
  • Skill in using MS Excel at an advanced level;
  • Skill in using MS Word, PowerPoint, and other applicable software at an intermediate level or higher;
  • Ability to work under own initiative and utilize independent judgment;
  • Ability to exercise good judgment;
  • Ability to maintain confidentiality;
  • Ability to work effectively with elected officials, department heads, employees, vendors and the public;
  • Ability to work as part of a team to accomplish goals;
  • Ability to type a minimum of 50 words per minute.
OTHER REQUIREMENTS
  • Must possess and maintain a valid driver’s license;
  • The incumbent may be subject to a background check.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • Public Administration work may include: lifting up to thirty lbs., stooping, stretching, bending, twisting, and incumbent may come into contact with hazardous materials;
  • Requires sufficient personal mobility and physical reflexes to permit the employee to function in a general office environment and on estate sites to accomplish tasks.
