The Idaho State Department of Agriculture is currently recruiting for an Agriculture Program Manager in the Animal Industries Division in the Twin Falls office.  

This position will remain open until the successful candidate has been selected.

EXAMPLE OF DUTIES:
Key Responsibilities:
  • Provide interpretation and implementation of the U.S. Food and Drug Administration (FDA) Pasteurized Milk Ordinance standards/regulations as well as applicable Idaho milk processing rules/regulations.
  • Identify operational practices and production record data that contaminates/endangers food safety or violates regulatory requirements. 
  • Implement control measures to determine the extent of the food safety problem and propose a plan for recall, inspection and verification of further product contamination.  
  • Evaluate, inspect, and deconstruct complex manufacturing processes, manufacturing equipment, pasteurization equipment, and other various types of milk-based production equipment.
  • Provide technical analysis, guidance and oversight for new or existing milk processing plant expansions including but not limited to: new milk processing plant construction, new product line expansions, plant expansions, and new production machinery.
  • Evaluate/validate Program Logic Controls (PLC) and operational/programming code for Ultra Pasteurization systems. 
  • Analyze milk processing plants' food safety plans and evaluate Hazard Analysis Critical Control Points (HACCP) systematic preventive approach to food safety.
  • Evaluate, train, and certify industry professionals to meet the Pasteurized Milk Ordinance (PMO) standards in regards to product sampling and the evaluation of milk bulk tankers.
  • Conduct State Bulk Tank Unit (BTU) farm ratings for Interstate Milk Shippers (IMS) and inspect for compliance with PMO regulations.
  • Conduct State Plant ratings for IMS compliance.
  • Evaluate large milk processing plant records/charts for product pasteurization, antibiotic testing requirements, and milk intake records.
  • Evaluate proper milk product labeling requirements as dictated by the PMO.
  • Conduct sanitation inspections and High Temperature/Short Time (HTST) timings.
  • Conduct U.S. Department of Agriculture (USDA) facility inspections and product sampling.
  • Train and supervise Dairy Processing Plant Specialists/Inspectors.
  • Review and approve plant designs and equipment.
  • Represent ISDA on various FDA, 3A and NADRO committees.
  • A cell phone with an Idaho area code, furnished by the employee, is required for this position and is eligible for reimbursement under the Cell Phone Reimbursement policy.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:This qualification is a mandatory requirement.
  • Some knowledge of management practices. 

Specialty Areas: These qualifications are mandatory requirements.
  • Experience developing written technical reports or correspondence evaluating agricultural, science, or business related issues.
  • Valid driver's license.
  • Experience reviewing and implementing the rules and laws governing dairy plant inspections, milk sampling surveillance, and bulk milk hauler/plant sampling and explaining to others how they apply to specific situations.
  • Certification by the FDA as a Milk Sanitation Rating Officer with the ability to conduct State Sanitation Ratings on Processing Plants, Receiving Stations, Transfer Stations, and Single Service Manufacturing Facilities.
  • Certification by the FDA as a Milk Sampling Surveillance Officer with the ability to conduct Bulk Milk Hauler Evaluations, Bulk Milk Tanker Evaluations, Plant Sampler Evaluations, and evaluate staff on evaluation and sampling procedures.

SUPPLEMENTAL INFORMATION:Desirable Qualifications: These qualifications are not required however if you have the related background it may increase your score.
  • Certification by the USDA as a Plant Survey Inspector, Product Grader to conduct the grading and sampling of commodities being sold to USDA or into food programs, and as a Cooperating State Grader.
  • Experience investigating complaints of violations of laws and preparing reports with recommendations.
