Air Quality Compliance Analyst

 
The Air Quality division within the State Office is filling a position for an Air Quality Compliance Analyst. The successful candidate will be responsible for routine decisions and activities involved with the implementation of the Air Quality Compliance and Enforcement Program. The candidate will be expected to collaborate with the Attorney General's Office, management, and the regional office on various compliance activities, inspections, enforcement activities, and training, etc. on a regular basis.

Example of Duties:

Assist with maintenance, development, implementation, and monitoring of program.
  • Participate in monthly inspector calls, develop training workshops and other staff training/mentoring opportunities as directed.
  • Support information and data management systems through development, maintenance and data entry.
  • Assist with U.S. EPA State Review Framework and Compliance Monitoring Strategy planning and tracking efforts.
  • Process Title V asbestos demolition and renovation notifications, provide customer service and coordinate and conduct inspections.
  • Develop, issue, and track notices to comply and regional notices of violation; develop enforcement concurrence requests; and assist with the development of notices of violations and consent orders.
  • Coordinate/conduct regional compliance assistance, inspections, and report and records review.

Minimum Qualifications:

Possession of a Bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR, any combination of education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND, At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR, Possession of a Master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Specialty Minimum Qualifications (required for this position):

  • DEQ 3113 DEQ - Air Inspections: Requires a good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the physical sciences, such as physics, chemistry, meteorology environmental science, engineering, or a closely related field; AND at least one (1) year full-time work experience: • conducting industrial/commercial air quality source inspections or audits, including determining source compliance with permits, and air quality rules and statutes, and investigating citizen complaints as a major function of my job; OR, • developing air quality permits for industrial sources at a governmental regulatory agency; OR, • preparing air quality permit applications at a consulting firm. OR Possession of an unrelated degree; OR a combination of education and experience equivalent to a four-year undergraduate degree as described below; AND at least four (4) years of full-time experience as described above. EDUCATION AND EXPERIENCE EQUIVALENCY: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

 Supplemental Information:Physical requirements:
  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Must have a valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to lift and carry 50 pounds over rough terrain
  • Ability to work in adverse or inclement weather
  • Ability to work in extreme hot or cold temperatures both outside and inside
  • Must be able to wear a respirator
  • Ability to work on elevated instruments platforms, ladders, etc.
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
  • May come into contact with hazardous waste/materials
  • Occasional travel required
  • May work in vicinity of loud noise
  • Eyesight needs to be 20/20 (as corrected) to observe field compliance
