Hazardous Waste Compliance & Enforcement Coordinator



This position establishes and manages policies, procedures, and priorities to ensure statewide consistency and coordination in the implementation of hazardous waste enforcement and compliance activities in Idaho.  

Example of Duties:

  • Provide regulatory interpretations and assistance to the program, regional offices, other DEQ programs, regulated facilities and the public regarding hazardous waste issues.
  • Provide training and mentoring to inspectors.
  • Conduct outreach to regulated facilities and the public.
  • Respond to public records requests.
  • Establish and maintain a system for tracking the status of all inspection and enforcement activities.
  • Directly implement or direct DEQ hazardous waste enforcement actions statewide.
  • Prepare enforcement documents and coordinate review of enforcement documents by regional staff, attorney general staff, and unit manager.

Minimum Qualifications:

Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.
 
Specialty Minimum Qualifications (required for this position):

  • DEQ 5637 Hazardous Waste:  Considerable knowledge of the Resource Conservation Recovery Act (RCRA) hazardous waste management implementation and processes typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND at least two (2) years of full-time work experience in RCRA hazardous waste management, including regulatory analysis and interpretation, and hazardous waste characterization, remediation, treatment, storage and disposal; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college-level coursework supplemented with four (4) years full-time work experience as outlined above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

  • DEQ 5649 Hazardous Waste Inspections:  Good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the Biological Sciences, Chemistry, Geology, Environmental Science, Chemical or Environmental Engineering, or a closely related field; AND two (2) years of full-time work experience conducting industrial/commercial hazardous waste inspections, including determining facility compliance with permits and hazardous waste rules and statutes, and investigating citizen complaints as a major function of the job; OR possession of an unrelated degree or a combination of education and experience equivalent to a four year undergraduate degree; AND four (4) years of full time experience as described above. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

  • DEQ 3011 Negotiation:  I have approximately two (2) years of full-time work experience negotiating environmental actions. This experience may be as a technical advisor negotiating environmental plans, legislative issues, rules and regulations; OR Approximately two (2) years full-time work experience coordinating multi-interest committees to produce consensus or dispute resolution within the regulated community.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to work in adverse or inclement weather
  • Must be able to wear a respirator
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
  • Occasional travel required
  • May work in vicinity of loud noise
  • May come into contact with hazardous waste/materials
  • Other: Baseline and yearly medical monitoring is required due to the possibility of hazardous substance exposure.
