Human Resources Specialist

This position is located in the NCUA, Office of Human Resources (OHR). This is a developmental position with a full performance level CU-13, at which the incumbent is responsible for providing expertise and guidance to managers, supervisors and employees on the full range of assignments in the staffing and classification program areas.


Responsibilities:


As a Human Resources Specialist, you will:
- Serve as a Human Resources Specialist for assigned organizations. Provide management advisory services with a wide variety of positions and personnel actions.
- Apply knowledge or recruitment and placement principles and concepts, knowledge of other HR disciplines, i.e., classification, and HR management knowledge to identify, analyze and resolve problems.
- Develop vacancy announcements utilizing an automated system, such as USAStaffing.
- Assist in the recruitment program for assigned organizations. Under supervision develop and implement the plans and procedures necessary to recruit diverse quality candidates. Provide guidance and assistance to regional and central office managers and supervisors explaining the various options for filling vacant positions.
- Provide quality service to customers and facilitates customer service for assigned organizations.
- Prepare reports, staff papers, and correspondence. Conduct informal training; deliver formal presentations/training to managers, supervisors and employees.


Qualifications:


To qualify for the CU-9, you must have one of the following:
A. Specialized Experience: To qualify at the CU-9 level, you must have one full year of specialized experience equivalent to the CU/GS-7 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience: 1) Providing technical advice to staff and management on a variety of HR topics ; 2) Compiling and analyzing data to provide up-to-date personnel information to customers; 3) Preparing personnel actions; and 4) Preparing written communication related to an assigned HR area.

B. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (including LL.B. or J.D., if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
C. Combination of Education and Experience: Applicants may combine education and experience to qualify at this level.

To qualify for the CU-11, you must have one of the following:

A. Specialized Experience: To qualify at the CU-11 level, you must have one full year of specialized experience equivalent to the CU/GS-9 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience: 1) Performing recruitment and placement duties; 2) Providing advice to staff and management on a variety of HR topics related to various hiring authorities, classification, pay administration, recruitment policies, processes, and regulations; 3) Preparing job analyses; 4) Developing vacancy announcement; 5) Conducting qualification analysis and issuing certificates.

B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (including LL.M., if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position
OR
C. Combination of Education and Experience: Applicants may combine education and experience to qualify at this level.

FOREIGN EDUCATION: Education completed outside of the United States must be deemed equivalent to that gained in accredited U.S. education programs to be acceptable for federal employment.


Additional information:

If you are selected for this position at the CU-9 or CU-11, you may be non-competitively promoted to the next level through CU-13 provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, and fulfillment of the necessary qualification requirements.

SALARY: Pay will be set using NCUA's compensation policy. Salary range shown is NCUA's Local Pay Rate, which includes a locality rate of 42.87% for the Alexandria, Virginia geographical area.

This position is NOT in the bargaining unit.

Shared Certificates: Applicants may be considered for other positions within the agency that require similar qualifications and are in the same series and at the same grade level of this position.
