The Bureau of Environmental Services (BES) is hiring a Laboratory Manager for the Water Pollution Control Laboratory. This critical position delivers reliable analytical data to customers throughout the bureau, to other City agencies, and to regional public organizations to support strategic goals and requirements. The Laboratory Manager oversees all operations of the lab, aligns levels of service to customer objectives, makes strategic and fiscal decisions as to personnel and equipment, and participates in state and national environmental boards and committees to affect and respond to changes in regulations affecting the operations and services of the laboratory. 

This nationally accredited laboratory is located within the Environmental Investigations Division - a technical data hub that supports bureau mission and objectives, such as regulatory compliance, utility design and construction, wastewater and stormwater management, treatment plant process control, property acquisition, watershed assessment, remediation, and pollution source control. The Laboratory delivers wastewater, biosolids, stormwater, surface water, groundwater, drinking water, soil, and sediment data from approximately 60,000 analyses per year, operates every day, and is the largest municipal full-service environmental laboratory in Oregon. 

Major Job Duties:
The Laboratory Manager is a leadership position that collaborates with managers, clients, and employees within and outside of BES to meet performance goals. Major job duties of this position include:
  • Managing the generation and delivery of high-quality, defensible, timely, and cost-effective chemical analytical data to internal and external data customers.
  • Leading the development of laboratory strategic planning and implementation of annual work plans to execute that vision, including ongoing analysis and adaptive management of services, resources, capacities, methodologies, business processes, operating procedures, and work products.
  • Maintaining accreditation through the National Environmental Laboratory Accreditation Program and ensuring compliance with all applicable federal, state, and local regulations, requirements, and permits;
  • Leading, supervising, mentoring, retaining, and recruiting diverse, competent, innovative, and service-oriented staff to support the BES mission and strategic objectives.
  • Stewarding the physical assets of the Laboratory and forecasting future fiscal needs to develop and administer an annual budget, a five-year financial plan, and necessary contract services.

 TO QUALIFY:
The following minimum qualifications are required for this position:
  1. Knowledge and experience related to managing and operating a full-service environmental laboratory.
  2. Knowledge of and experience with quality assurance and quality control practices for a full range of laboratory analytical methods.
  3. Knowledge of accreditation requirements and federal, state, and local regulations relevant to a municipal wastewater and stormwater utility, and the ability to interpret and apply them to maintain compliance.
  4. Knowledge of leadership principles and practices, operational and strategic planning, budget administration, and program evaluation.
  5. Ability to communicate effectively, orally and in writing, to convey highly technical information to a wide variety of audiences.
  6. Ability to establish and cultivate effective relationships with employees, managers, peers, and customers to provide purposeful and effective levels of service.
