Compliance Assurance Program Supervisor


The Compliance Assurance Program Supervisor has oversight responsibilities for the Air Quality Compliance and Enforcement Program as well as making decisions related to the implementation of statewide air quality compliance and enforcement activities. This position will communicate compliance and enforcement matters with state and federal agency counterparts; respond to inquiries from the media, community leaders, industry representatives, legislators, and other state and federal agencies on routine and non-routine compliance and enforcement activities.

Example of Duties:

  • Responsible for the negotiation and settlement of administrative enforcement actions, including corrective actions to be taken and the collection of penalties.
  • Provide regional and state office staff with technical, policy, training, and planning support on compliance and enforcement activities.
  • Represent DEQ and the Air Division regarding compliance and enforcement matters, activities, commitments, and discussions with EPA, speaking engagements, conferences, meetings, public hearings, and in response to inquiries from the media, legislators, public officials, private citizens, consultants and the regulated community.
  • Provide technical and regulatory assistance to regional and state office staff regarding compliance determinations with state and federal air quality rules and regulations.
  • Establish and maintain electronic systems for tracking the status of key compliance and enforcement activities under the direction of the Stationary Source Bureau Chief.
  • Perform supervisory duties for Compliance Assurance Program staff within the Stationary Source Program.
 
Minimum Qualifications:

Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college.AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.
 
Specialty Minimum Qualifications (required for this position):

  • DEQ - Supervision (5217A) - Successfully completed courses or seminars that included the essential elements of management (planning, organizing, staffing, directing, and controlling); OR, I have at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.
  • DEQ - Negotiation (3011) - Approximately two (2) years of full-time work experience negotiating environmental actions. This experience may be as a technical advisor negotiating environmental plans, legislative issues, rules and regulations; OR Approximately two (2) years full-time work experience coordinating multi-interest committees to produce consensus or dispute resolution within the regulated community.
  • DEQ - Air inspections (3113) - Describe how you have gained good knowledge of scientific principles and industrial processes that has been gained through possession of a college degree in the physical sciences, such as physics, chemistry, meteorology environmental science, engineering, or a closely related field; AND at least one (1) year full-time work experience: conducting industrial/commercial air quality source inspections or audits, including determining source compliance with permits, and air quality rules and statutes, and investigating citizen complaints as a major function of my job; OR, developing air quality permits for industrial sources at a governmental regulatory agency; OR, preparing air quality permit applications at a consulting firm. OR Possession of an unrelated degree; OR a combination of education and experience equivalent to a four-year undergraduate degree as described below; AND at least four (4) years of full-time experience as described above. EDUCATION AND EXPERIENCE EQUIVALENCY: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
