Senior Payroll Tax Analyst

If you answered "yes" to these questions, then you might be the right person for an exciting opportunity with the City of Eugene, Central Services Finance Division which is recruiting for a Senior Payroll Tax Analyst. 

This position works as a team member in the Finance Division, operating in a collaborative work environment, to provide highly complex program development and operations for the newly-enacted payroll tax.  The successful candidate will be responsible for start-up and ongoing management of the payroll tax program which may be administered directly by the City of Eugene, a third-party provider, or a combination of both.

At the June 10, 2019 Work Session, City Council passed Ordinance 20616 enacting a payroll tax to provide long-term funding for community safety system improvements. The Senior Payroll Tax Analyst will be the primary staff responsible for all aspects of implementing administration of the new tax. Under general supervision, the position will perform a variety of analytical and technical tasks in the Finance Division to accomplish successful implementation of the payroll tax program. 

In doing this work, the ideal candidate will investigate and analyze complex operational problems, processes, and procedures; develop recommendations; and report findings and conclusions related to the payroll tax. They will also be responsible for ongoing revenue collection activities, developing explanatory materials and forms, explaining the program to a variety of stakeholders, answering complex tax questions and implementing the technical aspects of a revenue collection program.

The Organization
The City of Eugene has a Council-Manager form of government. In this form of government, the city council develops legislation and policies to direct the City. The Ideal Candidate for this position will possess certain qualities that will allow them to successfully implement the new payroll tax for the City of Eugene. Some key characteristics that will ensure success in this role include:
  • Tax Collection Program Development Skills - The ideal candidate will possess the skills necessary to develop the payroll tax administration program from the ground up. They will be self-motivated to come up with an approach to administering the program, and the judgment to understand the potential impacts of options for various program elements.
  • Exceptional Analytical Skills - Using exceptional analytical skills, the ideal candidate will provide complex analysis and recommendations to support the decisions of policy makers. They will apply strong project management skills to develop the new tax administration program. This includes looking beyond day-to-day work to better anticipate the future and adapt to change.

Minimum Qualifications:
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

Training & Education:
Candidates must possess the equivalent to a bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, planning, public policy, public administration, economics, or a related field. A master's degree in a related field is preferred.

Experience: 
Five years of increasing responsibility in revenue collections, program development, financial analysis, or a related field, preferably in municipal government.
