Code Compliance Supervisor

The City of Eugene's Building and Permit Services (BPS) division is looking for an individual who is ready for a challenging and rewarding opportunity to lead a team of energetic, highly motivated, professionals whose mission and passion is to ensure a safe and livable community.
 
The Code Compliance Supervisor oversees the day-to-day operations of a team of dedicated Code Compliance Inspectors. The Code Compliance team is responsible for ensuring compliance with State of Oregon Specialty Code and Eugene's local rental housing, zoning, and nuisance code. The team has a culture of continuous improvement and a tradition of providing excellent service to the public.
 
This position reports to the Inspection Services Manager. Oversees, plans, supervises, and participates in the development and administration of the City's code compliance and rental housing code programs; responsible for developing and monitoring program goals, objectives, policies and procedures, enforcement and tenant complaint program processes, and public information delivery. The position will supervise compliance inspectors.

Knowledge of:
  • Modern principles and practices of program development and administration.

  • Principles of supervision, training, and performance evaluation. Principles and practices of budget preparation and administration. Municipal code enforcement.
  • Research methods,techniques, and procedures.
  • Modern office procedures, methods and computer equipment. Municipal organization structure, functions, and operations.
  • Supervision, training, and personnel management. Personal computer operation and applications.
  • Effective mediation and conflict resolution practices.
Ability to:
  • Plan organize and administer a specialized program area; evaluate program direction and assess program impact; coordinate diverse program activities, and provide direction.

  • Perform outreach and marketing activities for the program area; develop educational materials. Become familiar with the operation, policy and procedures of the department.
  • Select, supervise and evaluate assigned staff.
  • Effectively plan and organize work and the work of subordinates.
  • Identify code deficiencies, propose alternative solutions, project consequences of proposed actions and implement recommendations in support of applicable Federal, State and local regulations.
  • Apply enforcement and penalty provisions of the City Code and administrative rules, using judgment and discretion while maintaining a positive attitude.
  • Prepare comprehensive reports and recommendations and deliver effective presentations to various groups.
  • Prepare legal findings and comprehensive reports for legal proceedings. Conduct field investigations and analysis.
  • Be collaborative and coordinate compliance efforts with other staff, program areas, and codes. Apply effective conflict management practices in problem resolution.
  • Prepare for and act as City representative in administrative appeals for enforcement cases. Communicate clearly and concisely, both orally and in writing.
  • Work well with others in a team setting; establish and maintain cooperative working relationships with those contacted in the course of work.
  • Work under time constraints and meet deadlines.

Minimum Qualifications:
Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

Education:
Equivalent to a 2-year degree with major coursework in public administration, regulatory and code administration, or a related field.

Experience
Two years of progressively responsible relevant enforcement and inspection experience, including regulatory and code administration responsibilities (preferably in the public sector) and including one year of lead worker responsibility, with supervisory experience preferred.

License or Certification
Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
