INFORMATION SERVICES SUPERVISOR

SALARY: $7,409 - $8,979/month

THE POSITION
Under direction, the Information Services Supervisor supervises staff, technology, contractors and service providers to maintain information and communications systems. Incumbents provide leadership and supervision to associated technical staff responsible for data communications systems including local and wide area networks, voice and visual communication systems, databases, internet and intranet systems, applications software and the provision of technical support in coordination with various City departments and outside agencies, as well as oversee the day-to-day operation of integrated data systems and provide a high level of complex and confidential support to Department executive management staff.
 
For the assignment in the GIS Division of the Information Services Department (ISD), the incumbent will plan and manage ESRI based GIS systems including, but not limited to ArcGIS Enterprise (ArcGIS Server, ArcSDE, ArcGIS Online, ArcGIS Portal and desktop); design processes and support GIS integrations for other enterprise systems. Duties will also include supervision of GIS staff and technical support for the Accela system (permitting, planning, land management, and enforcement).   
 
For the assignment in the Department of Transportation, the incumbent will be integral in managing the implementation of new technologies to include the Bus Rapid Transit System, Ticket Vending Machines and Mobile Ticketing Platforms, Transit Signal Prioritization, computer aided dispatch automatic locator systems (CAD/AVL), as well as transit and fleet vehicle specific software and systems such as electric bus technologies.
 
Vacancies currently exist in the Department of Transportation (FAX) and Information Services Department (ISD). Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list created, with the option of extending that period at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.
 
THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and do not assure placement on the eligible list.
 
Three (3) years of experience in communication or computer systems technology involving the maintenance and operation of complex computer systems hardware and software or communications equipment, which includes or is supplemented by, one (1) year of lead or supervisory experience;
AND
graduation from an accredited college or university with a Bachelor's degree in business administration, public administration, computer science, electronics, electrical or communications engineering or related field.
 
Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Possession of a valid California Driver's License is required. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
 
Information Services Department's preferred candidate will have substantial programming experience in Python, PHP, Javascript, and SQL. The candidate will also have a strong background with SQL Server, Windows Server, ArcGIS Enterprise, and experience managing Accela processes.
 
Selected eligible candidates will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

 UNIT 13 Classification: City of Fresno Professional Employees Association (CFPEA)

LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.

THE SELECTION PROCESS
The selection process may consist of the following:
 
Application Review - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited to the oral examination. The selection will be based upon those applications which demonstrate the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.
 
Oral Examination - 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate each candidate's knowledge of: applying and/or monitoring information technology processes and programs; ability to communicate effectively and establish effective working relationships or other topics related to a candidate's training, experience and qualifications for the position of Information Services Supervisor. Candidates must achieve a passing score to qualify for the eligible list. 
 
The Oral Examination date is scheduled for the week of October 28, 2019.
VETERAN’S PREFERENCE
Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
