Environmental Specialist - Generalist

The Environmental Specialist position is a lead worker, project manager, and upper-level specialist position in the area of environmental resource science, watershed planning, and project management. Employees in this position use analytic skills and professional judgment to independently develop, evaluate and/or select environmental or natural resource science techniques, procedures and criteria; analyze data; design sampling and monitoring plans; assess watershed impacts and restoration actions, programs, and plans; and write regulatory reports. Some positions function as an expert on issues related to developing and implementing programs, plans and policies to comply with City, Regional, State and Federal regulations. The Environmental Specialist is responsible for directing the work of professional staff and performing and overseeing all phases of assigned projects.

 TO QUALIFY:
The following minimum qualifications are required for this position:
  1. Knowledge of physical, biological, and/or ecological sciences, including knowledge in one or more of the following areas: wetlands, water quality, chemistry, limnology, statistics, botany, environmental science, engineering, hydrology, ecology, soils, geology, or research methodology.
  2. Knowledge and experience applying theory and principles of environmental science to one or more of the following areas: watershed planning, restoration and management, technical investigations, impact analysis, monitoring.
  3. Ability and experience planning and managing projects, including: reviewing, organizing and directing the work of a work group; motivating assigned staff and managing work flow; developing and monitoring project scope, budget, and schedule.
  4. Knowledge and experience working with environmental laws and code for compliance and permitting, such as the Clean Water Act, Safe Drinking Water Act, Endangered Species Act, Federal Emergency Management Agency, and/or other local, state and federal laws.
  5. Ability and experience analyzing and clearly presenting data and technical information in verbal, written, graphic, tabular or other forms and conducting effective presentations to various audiences, agencies and the public.

Additional Position Information
Bureau of Environmental Service (BES)
One vacancy exists in the Watershed Programs Division. One in the Columbia Watersheds Section and one in the Eastside Watersheds Section.
 
The Watershed Programs Division provides geographically-based watershed planning, protection, and restoration throughout Portland's watersheds: Willamette River, Fanno Creek, Tryon Creek, Columbia Slough, Johnson Creek, and the Columbia River. Protecting and restoring urban watersheds requires an integrated and collaborative approach. The division works closely with the Stormwater System Planning Division on watershed planning and project prioritization efforts, Engineering Services on the implementation of capital projects, Science Integration Division on monitoring project performance and watershed conditions, with Pollution Prevention on NPDES regulatory compliance and source control, and other City bureaus and local, regional, state and federal agencies to protect and restore our rivers, streams and watersheds.
 
The Watershed Programs Division also fosters community stewardship of watersheds and partners with organizations and agencies to leverage resources and protect the Bureau's investments in green and grey infrastructure. More specifically, this division:
  • Implements projects and programs driven by the Portland Watershed Management Plan to provide a consistent, science-based, and action-oriented approach to protect and improve watershed health.
  • Leads implementation of watershed protection, enhancement, and restoration projects under the Watershed Investment Program and for other capital projects.
  • Develops and implements projects in watersheds throughout the City to address stormwater deficiencies, improve water quality and hydrology, mitigate impacts from flooding, protect and restore riparian and shallow water habitat, and address sediment contamination.
  • Works collaboratively with BES work groups on integrated planning and project delivery to implement grey and green solutions
  • Coordinates with other city bureaus and provides watershed science expertise and planning principles to citywide plans and public works projects
  • Provides data and expertise to integrate comprehensive watershed assessment and planning into the stormwater system planning process.
The Eastside Watersheds Team works to improve the ecological conditions of Johnson Creek watershed and other watersheds east of the Willamette River, in collaboration with public and private partners. The team leads projects and programs that reduce impacts from flooding; improve surface water quality and hydrologic function; and enhance habitat for fish and wildlife.

Portland Water Bureau (PWB)
There is one vacancy in the Water Quality section of the Operations Group within the Portland Water Bureau.
The Water Quality Environmental Specialist is a lead worker, project manager, and upper level specialist in the area of drinking water quality. The core function of the Water Quality group is to support the bureau in providing safe drinking water and meeting all federal and state drinking water regulations. Environmental Specialists in the Water Quality group work on a variety of source water, distribution system and premise plumbing water quality issues, including designing monitoring programs, conducting data analysis and reporting results to a variety of audiences. Environmental Specialists function as experts on issues related to developing and implementing regulatory compliance programs, plans and policies to comply with State and Federal drinking water regulations; use analytic skills and professional judgment to analyze data, design sampling and monitoring plans; develop regulatory reports and are responsible for directing the work of professional subordinates and performing and overseeing all phases of assigned projects.

The PWB is currently seeking an Environmental Specialist to function as a key member of an interdisciplinary team tasked with implementing a regulatory program to maintain compliance with the Interim Measures of Portland Water Bureau's Bilateral Compliance Agreement with the Oregon Health Authority regarding Cryptosporidium. Requirements include ongoing field inspections, source water quality and wildlife monitoring in the Bull Run watershed and reporting to track the occurrence of the protozoan parasite Cryptosporidium. In addition to contributing to the Water Quality workgroup's core function, this Environmental Specialist will be the lead technical staff working on the Cryptosporidium program to ensure that water quality and environmental monitoring, field investigations and other activities are carried out to maintain compliance. This Environmental Specialist will coordinate with laboratories and manage contracts, manage and validate data, coordinate sampling, oversee training of staff and development of program SOPs; and will also produce monthly, quarterly and annual compliance reports, write/review technical reports and perform data analyses, as well as research and develop ongoing monitoring programs, special studies and watershed protection enhancements and protocols.
