Senior Water Quality Rules Planner (Environmental Planner 3)

The Department of Ecology is currently looking for a Senior Water Quality Rules Planner (Environmental Planner 3) in our Water Quality Program, located at our Headquarters building in Lacey, WA.

This position serves as the Water Quality planner responsible for rule development, rule implementation, policy implementation, and development of related guidance.

We are looking for an applicant with excellent writing and people skills. This position must be able to understand technical data and regulations while demonstrating the ability to effectively translate that information into rule development and implementation.

Duties



Agency Mission: The mission of the Department of Ecology is to protect, preserve and enhance Washington's environment, for current and future generations. 

Program Mission: The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.


What does this position do?

This position, located in the Program Development Services Section of the Water Quality Program, is responsible for developing, revising, and managing stormwater, wastewater, and reclaimed water rules and regulations related to the Federal Clean Water Act and the State Water Pollution Control Act. This includes:
  • Negotiating and drafting rule or policy language, and identifying and analyzing key regulatory issues.
  • Reviewing, analyzing, and evaluating previous litigation, regulations, other state or federal wastewater and reclaimed water programs, and other data in order to develop effective rules and regulations.
  • Recommending policies, guidelines, and regulations governing use of wastewater and reclaimed water.
  • Working with water quality staff, agency rule development experts and stakeholders to develop wastewater and reclaimed water regulations and policies. 
  • Accepting stakeholder input from state agencies, local governments, water and wastewater utilities, associations and the public, evaluating concerns, and recommending actions to management.

  • Develop environmental negotiation and facilitation skills.

Qualifications

Required Qualifications:

A Master's degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field,
 
AND
 
Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
 
OR
 
One year of experience as an Environmental Planner 2 at the Department of Ecology.
 
Two years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, will substitute for the Master's degree provide a Bachelor's degree in a field listed above or a natural science has been achieved.


Desired Qualifications 
 
  • Experience with environmental policy or resource planning.
  • Meeting facilitation experience or training.
  • Experience selecting successful bidders and managing contracts with consultants.
  • Technical writing experience, including permit writing and/or policy and legislative reports.
  • Experience coordinating between various agencies and programs.
  • Familiarity with water pollution control laws.
  • Experience with economics evaluations.
  • Experience working with other state agencies, the stakeholder processes and external advisory workgroups.
  • Law degree or legal experience.
  • Rule-writing experience.



Special Requirements / Conditions of Employment:

Must obtain and maintain a valid driver's license.
