Director of County Operations and Resources

Hiring Wage: $110,000 - $120,000/yr DOE
Status:  Full time with benefits

General Summary
Manages and directs all activities of the Operations and Resources Department; plans, implements, coordinates, directs and evaluates personnel, operations-related activities and programs within Facilities and Construction, Solid Waste, Utility Billing and Asset Management within Ada County. Responsible for managing the County's strategic plan for energy and natural resources conservation; responsible for setting strategic direction and leading County sustainability and climate change planning efforts; represents the County in community programs, organizations, advisory committees; and performs other duties as required.
Essential Functions
  • Provides leadership in long range planning to accomplish operational planning and development goals and objectives;
  • Develops implements and evaluates the need and effectiveness of all department programs and services;
  • Determines and implements department programs, policies and processes and conducts long-term planning to support the County's sustainability goals;
  • Develops for annual presentation a 10-year capital improvement plan for County buildings and Ada County Landfill ;
  • Works closely with other offices and departments, as well as community organizations, to coordinate activities and promote a comprehensive approach to planning and execution of services;
  • Works with appropriate County departments to develop long term Public Works financing, staffing and technology plans;
  • Develops, implements, and supervises an on-going preventive maintenance program for all physical systems to include preparation of buildings, equipment, and grounds for seasonal use, storage, or shut-downs;
  • Makes recommendations to the Board and management on facility space use;
  • Assists in managing coordination of the Master Facilities Plan;
  • Supervises personnel, assigns work, reviews and evaluates performance, counsels employees regarding programs, policies and procedures, resolves employee complaints, takes disciplinary action, interviews and hires employees;
  • Develops and presents the departmental budget, monitors approved budget and expenditures to ensure financial integrity of the enterprise funds;
  • Administers, directs and participates in the development of the department operating and capital projects budget;
  • Develops and maintains criteria for contracts, including negotiating agreements and monitoring for compliance and adherence to standards;
  • Monitors, reviews, and keeps the Board informed of State and Federal laws and regulations relating to Public Works activities;
  • Represents the County before the public and other interested groups regarding Public Works type services;
  • Maintains good public relations through courteous and prompt attention to questions, conflicts and complaints regarding department actions, policies and procedures.
Additional Functions
  • Serves as the County Building Energy Manager reviewing energy consumption reports and implements measures to reduce energy costs;
  • Serves as Owner Representative on remodel/construction projects;
  • Performs related duties as required.
Job Requirements
  • Bachelor's degree from an accredited university in public administration, environmental science, engineering, or business management or related field, Master's degree preferred;
  • A minimum of seven years of progressively responsible supervisory or management experience;
  • Comprehensive knowledge of the practice and principles of design and building construction, and building maintenance for public works facilities;
  • Knowledge of municipal building construction and physical operations; construction materials and methods;
  • Knowledge of state and federal law and regulations pertaining to the department, including building codes and requirements and standards;
  • Knowledge of the principles and practices of effective supervision and performance management techniques;
  • Knowledge of county budgeting process;
  • Knowledge of building energy management , maintenance, repair, and construction of buildings and grounds facilities;
  • Skill formulating and implementing policies and procedures;
  • Ability to review county related plans and designs and provide professional advice and recommendations;
  • Ability to plan and complete special, professional projects and assignments;
  • Ability to plan, organize, direct, and evaluate the work of subordinates;
  • Ability to establish and maintain effective policies, procedures, plans, blueprints, and specifications;
  • Ability to provide leadership and analyze situations, identify problem areas and develop and implement solutions;
  • Ability to establish and maintain effective working relationships with others;
  • Maintain prompt and regular attendance;
  • Ability to present information clearly and concisely in written and oral form.
Other Requirements
  • Must pass a Sheriff's Office security clearance (criminal records) check;
  • Must possess and maintain a valid Idaho driver's license.
Work Environment and Physical Demands
  • The employee is required to at times, provide assistance to technical staff;
  • This position may also be required to attend evening meetings and respond to emergency calls during off-duty hours and be able to be reached by telephone after hours.
