Drinking Water Compliance Officer
The Department of Environmental Quality's (DEQ) Boise Regional Office is hiring a drinking water compliance officer. This position will be responsible for implementing the Idaho Rules for Public Drinking Water Systems, which includes oversight of water systems, wells and treatment plants in ten counties surrounding the Boise office.
Example of Duties:
- Provide technical assistance to public drinking water system operators, administrators, municipalities, and the general public regarding the implementation of state and federal drinking water rules and regulations.
- Conduct regular sanitary survey inspections, including the actual site visit and summary report completion and submittal.
- Maintain the Safe Drinking Water Information System (SDWIS) database and other electronic filing or maintenance programs.
- Track and maintain all compliance issues including enforcement actions.
- Provide oversight and technical assistance between DEQ and Southwest and Central District Health Departments regarding sanitary survey inspections, monitoring schedules, waivers, and enforcement.
- Stay up-to-date on current and proposed federal drinking water rules and regulations by attending monthly program conference calls, annual in-services, drinking water training events, and work-groups.
- Review, evaluate, and approve or deny drinking water monitoring waiver applications submitted by public water systems.
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ 3130 Safe Drinking Water Act: Comprehensive knowledge of the Safe Drinking Water Act and corresponding state rules for public drinking water regulations. Typically gained by two (2) years of full-time work experience interpreting, enforcing, or ensuring compliance with all aspects of the regulatory requirements of the Safe Drinking Water Act and state drinking water rules, including National Primary Drinking Water Standards and contaminant MCL's, treatment techniques, monitoring requirements for public drinking water systems, operator licensing requirements and facility operations, with some knowledge of engineering facility standards.
- DEQ 5705 Data Management: At least (1) year of experience performing data management activities such as database development and/or maintenance, data collection, analysis, research, and tracking, developing tables, queries, forms and reports.
- Ability to sit and work on a computer for 2-4 hours at a time
- Ability to reach and bend for filing purposes
- Some periods of heavy reading and typing required
- Ability to lift 30 pounds when working with file boxes
- Some travel may be required
- Must have a valid driver's license
- Ability to climb ladders, staircases, work on uneven terrain
- Ability to lift and carry up to 50 pounds over rough terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Ability to work on elevated instrument platforms, ladders, etc.
- Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
- May work in vicinity of loud noise
- May be required to travel and stay overnight in remote areas
- Eyesight needs to be 20/20 (as corrected) to observe field compliance
