Human Resource Consultant Senior

Job Description
Virginia Department of Transportation (VDOT) has an exciting opportunity for a Human Resources Generalist to join the Hampton Roads District HR Team. As an HR Consultant you will be responsible for attracting, motivating, and retaining an efficient and highly skilled workforce; and work with the district staff in setting direction and executing quality human resources services in talent acquisition, employee relations, position classification, compensation, and recognition initiatives. You will consult with managers/employees on policy interpretation; ensure compliance with legal requirements; advise managers on performance planning, evaluation and staffing; provide consultation, guidance and assistance to supervisors, managers, and employees within the Hampton Roads District in all areas of Human Resources management. The position directly supports the District operation by providing expert consultation, guidance, direction and leadership to the management and staff of the Hampton Roads District. Demonstrated knowledge and skill in the areas of talent acquisition, compensation, classification, employee relations, staff and management development and coaching are essential. The successful candidate will work well with diverse audiences and customers from every level within the Agency and organization to include, but not limited to district and department management, the general public, other State agencies and private sector agencies and 24/7 emergency response organizations.

Minimum Qualifications
In depth, comprehensive knowledge of human resources principles and practices including classification, compensation, salary administration, benefits, employee relations, training, talent acquisition and recruitment, selection, staffing and customer service. Knowledge of Federal and State laws, regulations and practices to include FLSA, FMLA and civil rights. Knowledge of HR record keeping principles, PC operations, HR information systems.
Experienced at consulting and leading successfully in a dynamic and extremely busy professional environment. Must have strong organizational skills with demonstrated competency in setting priorities and completing tasks in a timely manner. Ability to analyze data and make sound recommendations and develop logical conclusions. Ability to communicate effectively, manage and prioritize multiple projects and achieve deadlines. Ability to work as a team member. Skill in assessing and meeting internal and external customer needs. Must be willing to engage in infrequent, in-state overnight travel.

Preferred Qualifications
Bachelor’s/Master degree from an accredited college or university in Human Resources Management, Organizational Development, or related field preferred. Progressively responsible experience in human resources or any equivalent combination of experience and training which provides the required knowledge, skills, abilities and competencies. Considerable professional experience in Human Resources with demonstrated experience working across multiple HR functional areas, such as compensation, benefits, employee relations, performance management, etc. Professional certification (PHR/SPHR/SHRM-SCP/SHRM-CP/CCP/CBP) is desired. Minimum of 5 years of experience working in a HR environment in a variety of HR program areas.

Special Requirements
A valid Virginia Driver’s License is required. Fingerprint based background check, references, work history, DMV driving records will be verified.

This position is eligible for Telework opportunities; availability, hours and duration are at the sole discretion of the Department manager in accordance with VDOT’s Teleworking policy.
