Associate Environmental and Safety Consultant II

SALARY: $5,645 - $6,809/month

THE POSITION
Under supervision, an Associate Environmental and Safety Consultant II examines, evaluations and approves complex construction or alteration of residential, commercial, and industrial buildings in accordance with the Building Regulations of the Fresno Municipal Code. Depending upon assignment, incumbents may provide assistance to the Senior Environmental and Safety Consultant in advising others on work methods and practices, assignment and dispatching of work, training and field assistance.
 
One current vacancy exists in the City Attorney's Office, Code Enforcement Division. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
 
THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and do not assure placement on the eligible list.
 
Three (3) years of journey level trades experience as a contractor or a carpenter involved in commercial or industrial construction with sixty (60) semester units of higher education as noted below, OR two (2) years of experience as an Associate Environmental and Safety Consultant I with the City of Fresno or equivalent and thirty (30) semester units in higher education as noted below, OR two (2) years of experience as an Environmental Safety Consultant II with the City of Fresno or equivalent and sixty (60) semester units of higher education as noted below.
 
Educational requirements: accredited College or university coursework in one (1) of the following: Construction technology, architectural drafting, industrial technology, electrical engineering, mechanical engineering, engineering, engineering technology or close related field. Additional experience may be substituted for the required education on a year-for-year basis. Additional education may be substituted for the required journey level experience on a year-for-year basis up to two (2) years.
 
Possession of a valid California Driver's License is required at time of appointment. Candidates considered for hire must provide proof of a valid driver' license and current copy of their driving record.  
 
Incumbents selected after January 1, 1994 must acquire certification from the International Conference of Building Officials as a Certified Building Inspector, or a Certified Plans Examiner during the first two years of employment and maintain the required certificate for the entire term of employment in this job classification.
 
The selected eligible candidates certified will be required to successfully pass a Department interview, an extensive pre-employment background and a Department of Justice fingerprint prior to employment with the City of Fresno.

THE SELECTION PROCESS
The examination process may consist of the following:  
 
APPLICATION REVIEW - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.
 
ORAL EXAMINATION - 100%:  A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate' knowledge specifications, codes, ordinances, regulation, and practices used in the design and construction of residential, commercial and industrial building occupancies, ability to maintain effective working relationship and read and prepare clear and concise written materials or other topics related to a candidate's training, experience and qualifications for the position of Associate Environmental and Safety Consultant II. Candidates must achieve a passing score to qualify for the eligible list.
 
The oral exam date is to be determined.
 
VETERAN’S PREFERENCE
Veteran Preference Regulations 
 Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
