The Padilla Bay National Estuarine Research Reserve (PBNERR) in Skagit County, Washington is seeking applications for the Coastal Training Program (CTP) Coordinator (Environmental Planner 3) position. This is a full-time position at the Padilla Bay reserve near Mount Vernon, WA.  
 
This position is instrumental in transferring ecological and natural resource science into the hands of coastal planners, resource managers, and other professionals involved in decisions related to coastal resources management and policy.

We are looking for applicants who possess strong communication skills (oral and written), have experience writing reports and conducting oral presentations, the ability to thrive working independently and as a highly collaborative member of a small team and experience leading and contributing to multi-partner projects.

Duties
 


Ecology's mission is to protect, preserve and enhance Washington's environment, and promote the wise management of our air, land and water for the benefit of current and future generations. Our goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.
 
The mission of the Shorelands and Environmental Assistance (SEA) Program is to support community conservation efforts for our shorelands, wetlands, and floodplains.

The mission of Padilla Bay National Estuarine Research Reserve (PBNERR) is to protect, preserve, and enhance the natural resources of Padilla Bay and to operate programs of education, public information, natural resource management, research, and monitoring to conserve and manage estuaries in Washington State and across the nation.

Some of the key work activities for the CTP Coordinator position include:
 
  • Serves as project manager for the Coastal Training Program at PBNERR and will be engaged on local, regional and national levels.
  • Provides expertise, support and guidance on coastal planning, management and/or policy development issues. A key element of support for environmental policy guidance and resource planning and management efforts is the course offerings associated with the CTP. 
  • Works with a wide range of professionals from various environmental programs, staff from state agencies and multiple levels of government, Tribal entities, and other stakeholders. 
  • Provides oversight of the program, strategic planning, course and curriculum development, conducting needs assessments and evaluations, and actively participating in the hosting, administration and facilitation of CTP courses at Padilla Bay and across western Washington.
  • Remains involved on the national level through committees and workgroups of the National Estuarine Research Reserve System.
  • Represents PBNERR and the Department of Ecology at local, regional, and national levels, and advances the Reserve mission and goals through engagement and collaboration with the Research, Stewardship, and Education sectors.
  • Works with a part-time assistant to implement the coastal training program and reports to the Reserve Director.

We are seeking applicants who have strong facilitation and program management skills, take a collaborative approach to their work, and have the ability to communicate and engage across a wide range of stakeholder groups (e.g. scientists, natural resource managers, landowners, Tribal communities, and local, state, and federal entities). Successful applicants will have professional expertise in coastal policy and/or management, experience coordinating and facilitating instructional and/or educational programs, have familiarity using needs assessments and evaluations to direct and reform program performance, and an interest in collaborating with the Research and Stewardship sectors to explore emerging questions related to climate science, coastal resilience, and socioecological interactions. The applicant should be energetic and motivated to engage with our diverse group of stakeholders and explore collaborations across the national NERRS network.

Qualifications

Required Qualifications:

A Master's degree or above with major emphasis in environmental or natural resource management or planning, socioecological or environmental social science, regional or land use planning, environmental law, environmental science, public administration with an environmental emphasis, or closely related field, and two (2) years of professional experience in regional, environmental, or natural resource planning, and/or program development.

OR

A Bachelor's degree with major emphasis in environmental or natural resource management or planning, socioecological or environmental social science, regional or land use planning, environmental law, environmental science, public administration with an environmental emphasis, or closely related field, and four (4) years of professional experience in regional, environmental, or natural resource planning, and/or program development.

OR

One (1) year of experience as an Environmental Planner 2, provided that a degree as described above has been obtained.


Desired Qualifications:
  • Three years of experience in program development or assessment; experience working with natural resource agencies or local government planning staff.
  • Program and workshop facilitation skills, experience conducting needs assessments, strong communication and organizational skills suitable for coordinating multiple courses and programs.

  • Ability to obtain or maintain a valid driver's license.
