Grants Analyst (Analyst II)

The Business Services Group within the Portland Police Bureau (PPB) is seeking a Grants Analyst. The group supports the City's goals to ensure a safe and peaceful community and to deliver efficient, effective, and accountable municipal services. The program supports the bureau goals to implement best practices for effective policing and to provide analysis and recommendations necessary for best use of City resources. Within the Business Services Group, the Business Operations' mission is to support the Police Bureau with internal and external services in the areas of grants management, contracts and ordinances (council items), procurement, and financial services.

The Grants Analyst position is part of a two person team that specifically ties into the grants management piece of the Business Operations mission statement; as such, this position is responsible for bureau grant management, contract and ordinance preparation as they fall under grant awards, grant budget preparation and management, procurement with grant funds, sub recipient monitoring, financial analysis of eligible grant dollars for reimbursement, and participation in the Finance Section of the bureau's and city's Emergency Operations Centers. Additionally, this position maintains close contact with the Grants Management Office in the Office of Management and Finance to ensure grant compliance and meet reporting requirements as they are given by State and Federal awarding agencies. This position will implement compliance programs, track and monitor grant status and provide recommendations for process and program improvement. This position is largely independent in job duties, but grant requirements cannot be met without the work of this position. Similarly, this position does not supervise any others but close communication is maintained with bureau and city staff and grant project managers to ensure timely completion of grant-required deliverables.
