Ready to make a positive impact on community health across Oregon?  The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Risk Assessor/Air Toxics Project Manager (Natural Resource Specialist 4) in DEQ’s Cleaner Air Oregon program in Portland, Oregon. This position is limited duration through June 30, 2021 with the anticipation of becoming permanent.

Cleaner Air Oregon is DEQ’s innovative new program that evaluates and protects public health from industrial air toxics emissions. The Cleaner Air Oregon section of the Air Quality Division at DEQ has lead responsibility to ensure the accurate assessment and the reduction of air toxics using health based standards. This section is responsible for supporting completion of risk assessment and the determination of permitting and reporting requirements for sources assessed under program rules. This section is primarily responsible for implementation, support, and coordination of an air toxics program in coordination with regional offices, including ongoing risk assessments, policy and guidance development, training, rule and statute revisions, performance monitoring, and oversight of the air toxics program.

The Air Toxics Project Manager/Risk Assessor is responsible for overseeing the development, completion, and approval of air toxics inventories, risk assessments, and risk reduction activities at the complex sources (ACDP and Title V) in the Air Quality program. Working with other technical staff and permit writers, you will have overall project responsibility for all phases of the air toxics risk assessment process, including finalizing modeling and other inputs affecting these assessments. You will oversee reviews of facility control devices and other pollution reduction activities, and develop and draft permit conditions to formalize any reduction requirements or limitations. You will serve as a technical resource for internal and external stakeholders on air toxics risk assessments, inventory and emission control technologies, and other issues related to assigned sources. Finally, you will serve as the primary risk assessor on the DEQ Cleaner Air Oregon technical teams, working with other technical staff, toxicologist/risk assessors both within and outside of DEQ to develop/review risk assessments and related procedures and policies, and to provide expert toxicological and risk assessment guidance and support.

The goal is to fill this position at the full Natural Resource Specialist 4 - Toxicologist level, however, we encourage applicants who meet the minimum qualifications for a Natural Resource Specialist 4 to apply. The Natural Resource Specialist 4 minimum qualifications are a Bachelor's degree in environmental science, physical science, or a closely related natural resource field, and 4 years of experience in a physical science, environmental science, or closely related natural resource field. If you are hired as an underfill, you will need to meet the minimum qualifications of a Natural Resource Specialist 4 - Toxicologist (the Natural Resource Specialist 4 minimum qualifications plus 2 years of experience in environmental assessment, cleanup, and/or risk assessment) within 36 months from date of hire.
