Risk Assessor/Air Toxics Project Manager

Ready to make a positive impact on community health across Oregon?  The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Risk Assessor/Air Toxics Project Manager (Natural Resource Specialist 4) in DEQ’s Cleaner Air Oregon program in Portland, Oregon. This position is limited duration through June 30, 2021 with the anticipation of becoming permanent.
Cleaner Air Oregon is DEQ’s innovative new program that evaluates and protects public health from industrial air toxics emissions. The Cleaner Air Oregon section of the Air Quality Division at DEQ has lead responsibility to ensure the accurate assessment and the reduction of air toxics using health based standards. This section is responsible for supporting completion of risk assessment and the determination of permitting and reporting requirements for sources assessed under program rules. This section is primarily responsible for implementation, support, and coordination of an air toxics program in coordination with regional offices, including ongoing risk assessments, policy and guidance development, training, rule and statute revisions, performance monitoring, and oversight of the air toxics program.
What you will do!
The Air Toxics Project Manager/Risk Assessor is responsible for overseeing the development, completion, and approval of air toxics inventories, risk assessments, and risk reduction activities at the complex sources (ACDP and Title V) in the Air Quality program. Working with other technical staff and permit writers, you will have overall project responsibility for all phases of the air toxics risk assessment process, including finalizing modeling and other inputs affecting these assessments. You will oversee reviews of facility control devices and other pollution reduction activities, and develop and draft permit conditions to formalize any reduction requirements or limitations. You will serve as a technical resource for internal and external stakeholders on air toxics risk assessments, inventory and emission control technologies, and other issues related to assigned sources. Finally, you will serve as the primary risk assessor on the DEQ Cleaner Air Oregon technical teams, working with other technical staff, toxicologist/risk assessors both within and outside of DEQ to develop/review risk assessments and related procedures and policies, and to provide expert toxicological and risk assessment guidance and support.

This is a full-time, AFSCME represented position.
What are we looking for?

  • 4 years of experience in a physical science, environmental science, or closely related natural resource field, and a Bachelor’s degree in a toxicology, physical science, environmental science, or closely related natural resource field (or an equivalent combination of education and experience).
  • An advanced degree in toxicology, chemistry, statistics, or a closely related field preferred.
  • 2 years of experience in environmental assessment, cleanup, and/or risk assessment
  • Experience performing or reviewing risk assessments, writing technical reports and recommendations, applying scientific and statistical methodologies, and applying environmental program rules and laws.
  • Working knowledge of inorganic/organic chemistry,  and an ability to communicate complex technical information and conclusions to non-technical staff.
  • Working knowledge of air dispersion modelling protocols and procedures.
  • Diverse technical and/or project management background; ability to pay close attention to detail, and experience reviewing items for accuracy.
  • Excellent verbal and written communication skills; skill in writing clear and concise reports describing complex industries and regulatory determinations.
  • Experience and knowledge in source operations and, air quality permitting; understanding of the principles of air pollution control devices.
  • Broad experience in an air quality program; knowledge of a variety of business operations covering many different types and complexities of commercial and industrial processes.
  • Attention to detail, and experience reviewing items for accuracy.
  • Strong ability to lead a technical team to make progress in new and cutting edge technical issues.
  • Experience negotiating with regulated parties to ensure progress and to achieve shared objectives.
Underfill Option:
The goal is to fill this position at the full Natural Resource Specialist 4 - Toxicologist level, however, we encourage applicants who meet the minimum qualifications for a Natural Resource Specialist 4 to apply. The Natural Resource Specialist 4 minimum qualifications are a Bachelor's degree in environmental science, physical science, or a closely related natural resource field, and 4 years of experience in a physical science, environmental science, or closely related natural resource field. If you are hired as an underfill, you will need to meet the minimum qualifications of a Natural Resource Specialist 4 - Toxicologist (the Natural Resource Specialist 4 minimum qualifications plus 2 years of experience in environmental assessment, cleanup, and/or risk assessment) within 36 months from date of hire.
