Planner I or Planner II

PLANNER I
GENERAL PURPOSE
Plans, coordinates, and manages urban and municipal planning projects; performs current and long range comprehensive planning work and manages complex planning cases; performs a variety of professional level work such as providing information and assistance to developers, the general public, and outside agencies; assists in economic development, neighborhood and downtown revitalization initiatives; review land use, write reports and make presentations to a variety of boards; create maps and perform analysis in GIS; and prepare grant applications for special projects as assigned.
This position requires strong written and verbal communication skills and ability to work with various boards, commissions, City Council, departments and the general public. The successful candidate will be self-motivated, highly enthusiastic, and technically competent. An ability to complete multiple projects in a timely and effective manner is essential. The position may require a flexible schedule and the ability to attend occasional evening meetings.
SUPERVISION RECEIVED
Work is performed under the direct supervision of the Planner II and under the broad direction of the Executive Director of Planning and Community Development.

Supervises the Cultural Foods Program Coordinator.
PLANNER II
GENERAL PURPOSE
Plans, coordinates, and manages urban and municipal planning projects; performs current and long range comprehensive planning work and manages complex planning cases; performs a variety of professional level work such as providing information and assistance to developers, the general public, and outside agencies; assists in economic development, neighborhood and downtown revitalization initiatives; review land use, write reports and make presentations to a variety of boards; create maps and perform analysis in GIS; and prepare grant applications for special projects as assigned.

Supervises Planning & Community Development Staff as assigned and serves as acting department director as needed in the case of absence or travel away from the city. 
Examples of Duties / Knowledge & Skills
PLANNER I
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conducts a variety of planning duties:
  1. Performs technical planning work involving the administration, negotiation, research, analysis and public conveyance of planning, zoning, general plan and land use development issues.
  2. Assists with revisions to the City's Land Development Code.
  3. Analyzes proposals for feasibility, consistency with planning documents and best practices, and makes recommendations to boards and commissions.
  4. Ensures preparation of case maps, staff reports, public notices, notification lists, mailings, and onsite postings.
  5. Coordinates public outreach regarding planning activities; ensures compliance with all legal notification requirements.
  6. Conducts research for and writes technical manuals, promotional literature, and other informational material regarding plans, programs and projects.
  7. Consults and coordinates with other City departments, external agencies and civic groups in furthering interest and/or action regarding a plan, program or project.
  8. Responds to related inquiries from City employees, appointed/elected officials, governmental entities, and the general public.
  9. Advises applicants regarding early stage due diligence issues related to planning, development, and/or land development codes.
  10. Advises applicants regarding process for city infrastructure team meetings.
Acts as project manager for multiple projects:
  1. Manages and provides supervision for the USDA Farmers' Market Promotion Grant and other grants as assigned.
  2. Manages projects with the Community Development Block Grant (CDBG) program including preparing and submitting programmatic reports, environmental review and other documents as required by HUD.
  3. Serves as the City's EPA Brownfields Quality Assurance Manager.
  4. Assist with implementation of the Natural Resource Damage Assessment award for the enhancement and restoration of Days Creek Watershed.
Serves as staff liaison to boards and commissions as assigned:
  1. Serves as staff liaison for Historic Landmark Preservation Committee.
  2. Serves as staff liaison for the Census and Complete Count Committee.
  3. Assists in the preparation of agenda materials for the Planning and Zoning Commission and City Council.
  4. Develops and writes ordinances and amendments for consideration by the governing body.
  5. Communicates and coordinates with applicants; oversees and maintains case records and documentation.
  6. Analyzes proposals, drafts staff reports, and presents to Board or Commission
  7. Monitors and tracks variance performance and ensures correct posting of agendas, drafting of minutes, and other requirements.
  8. Provides training for boards and commissions regarding planning matters.
Long Range Planning projects as assigned:
  1. Assist with implementation of a Comprehensive Vision & Master Plan through city-wide departmental work plans and budgets; reporting to Planning & Zoning Commission and City Council; and participate in various City Master Plan, Special Area and/or Sector Plan updates
  2. Assists in the coordination of Geographic Information System maps products.
Conducts a variety of grant related duties:
  1. Researches and identifies new government and private grant funding. Prepares grant applications for the department of Planning and Community Development.
  2. Serves as staff liaison and facilitates grant related training for other entities and City departments pursuing grant funding.
  3. Plans and coordinates public outreach regarding grants activities; ensures compliance with all notification requirements.
  4. Conducts research for and writes technical manuals, promotional literature, and other informational material regarding plans, programs and projects.
  5. Consults and coordinates with other City departments, external agencies and civic groups in furthering interest and/or action regarding plans, programs or projects.
  6. Responds to related inquiries from City employees, appointed/elected officials, governmental entities, and the general public.
PERIPHERAL DUTIES
Performs all other related duties as assigned or required.
PLANNER II
ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Interacts with and provides recommendations to the City Council and Planning and Zoning Commission regarding planning issues.
  • Coordinates public outreach regarding planning activities; ensures compliance with all legal notification requirements.
  • Conducts research for and writes technical manuals, promotional literature, and other informational material regarding plans, programs and projects.
  • Consults and coordinates with other City departments, external agencies and civic groups in furthering interest and/or action regarding a plan, program or project.
  • Responds to citizen inquiries concerning land use and development issues.
Acts as project manager for multiple planning projects and land use applications:
  • Manages the City's Brownfields Program for targeted revitalization and reuse of properties with environmental contamination.
  • Manages environmental planning and required reports related to projects involving federal funds from HUD, EPA and other awarded grants.
  • Manages the Natural Resource Damage Assessment (NRDA) funds including implementation and oversight of activities.
  • Manages application and City review process for University Planned Development District (UPDD), Highland Park-Bingham Park Historic Residence Overlay District, Development Agreements, etc.

Assists applicants with development process:
  • Advises applicants regarding early stage due diligence issues related to planning, development, and/or land development codes.
  • Advises applicants regarding process for city infrastructure team meetings. 
  • Manages development projects including zoning cases, plats, site plans, and other projects from submittal to final status
Long Range Planning projects as assigned:
  • Facilitates small and large work groups.
  • Coordinates and tracks implementation of a Comprehensive Vision & Master Plan through city-wide departmental work plans and budgets
  • Coordinates Comprehensive Master Plan updates and reporting to Planning & Zoning Commission and City Council
  • Coordinates and/or participates in various City Master Plan, Special Area and/or Sector Plan updates
  • Assists in the coordination of Geographic Information System maps products.
  • Develops and manages projects and programs to ensure the objectives of the City Council's Strategic Focus Areas and Department's Goals and Strategic Plan are met.
Miscellaneous:
  • Conducts a variety of technical and analytical activities for the Planning & Community Development Department
  • Meets with developers, engineers, surveyors and citizens to provide information on various development related issues
  • Performs other related duties as assigned or required.
Minimum qualifications & Requirements
PLANNER I
DESIRED MINIMUM QUALIFICATIONS
  1. Bachelor's Degree from an accredited college or university in Business, Political Science, Public Administration, or a related field
  2. Minimum of one-year related experience in project management or three years related experience in a grant writing contract administration, including demonstrated success in obtaining federal funding.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
  1. Comprehensive knowledge of standard office practices, procedures, equipment, and techniques; knowledge of adult learning techniques
  2. Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees of an organization
  3. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume; ability to apply concepts of basic algebra and geometry
  4. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardized exists; ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
  5. Experience with and knowledge of computer operation; knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.) and database applications
SPECIAL REQUIREMENTS
Valid State Driver's License; Occasional overnight travel required.
PLANNER II
DESIRED MINIMUM QUALIFICATIONS
