GENERAL DESCRIPTION: 

 
The Wyoming Game and Fish Department is seeking a Lands Coordinator in Cheyenne, WY. This position coordinates lands projects for the Wyoming Game and Fish Department which includes: creating and reviewing real estate agreements, conservation easements, and other property right related transactions to assure that the acquisition, disposition, and administration of real property rights achieve the biological and access objectives for the benefit of wildlife, wildlife habitat, and the public while ensuring compliance with State, Federal, Game and Fish Commission, Fiscal, and Department constraints.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

 
  • Negotiates contracts with landowners for the acquisition of property or property rights.
  • Coordinate meetings with landowners, agency personnel, personnel from other agencies, and non-governmental organizations.
  • Compile property value data and property title information for meetings, legal documents, and maps for discussions. 
  • Assists the Lands Branch Chief with Commission meeting preparation.
  • Analyzes appraisal reports to determine the validity of contract appraiser's methods and value opinions.
  • Write purchase/sale agreements, leases, warranty deeds, quitclaim deeds, special use permits, easement, and other legal documents. 
  • Maintain an electronic spatial system and permanent record system for the purpose of sharing Commission-owned property rights information with the Department, OSLI, USFWS, and other agencies.
  • Inspect property under consideration for property rights acquisition and establish baselines for acquisition evaluation and future monitoring. 
  • Monitor property rights for compliance with easement or deed terms, IRS, and other funding partner requirements, and for unauthorized uses and encroachments. 
  • Communicate details of property rights projects with landowners, agency personnel, other agencies, non-governmental organizations, and others.
  • Coordinate meetings and prepare information packets for distribution. 
  • Perform training within the Department and the Lands Branch in areas of expertise including appraisal, eminent domain law, water rights law, real estate law, and the use of the land inventory system.
  • Respond to inquiries for property rights information from the public and others.
  • Present property rights projects and general proposals at various meetings and other group settings.
  • Identify grant sources and write grant proposals for property rights acquisition, contract appraisers/inspectors, and review appraisals/inspections required for grants.
  • Provide grant reports to granting agency administrators.
  • Coordinate partner grant requests with agency personnel.
  • Creates maps and coordinates with Department GIS personnel on fee title and non-fee title property rights held by the Wyoming Game and Fish Commission.

 QUALIFICATIONS:
PREFERENCES/**AGENCY REQUIREMENTS: 


Preference will be given to individuals with work experience in fish and wildlife management, as well as work experience in land acquisition, disposal, and management of real property rights.

**Agency requires that the successful candidate have a valid driver's license.


KNOWLEDGE:  

 
  • Knowledge of subject matter related to real estate transactions, real property appraisal, and title research.
  • Land management procedures and administration, including an in-depth knowledge of applicable rules and regulations and State statutes.
  • Knowledge of Eminent Domain Law, Water Right Law, Real Estate Law, agricultural and business practices, reading engineering plans, mapping, zoning regulations, building codes, subdivision laws, and regulations.
  • Knowledge of method, techniques, principles, and practices of real estate and property and mineral product appraisal.


MINIMUM QUALIFICATIONS:


Education:
Bachelor's Degree
 
Experience:
0-3 years of progressive work experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Senior Land Management Specialist
 
OR

Education & Experience Substitution:
4-6 years of progressive experience (typically in real estate, appraisal, acquisition or title work) with acquired knowledge at the level of a Senior Land Management Specialist.

  • Statewide travel is required.
