Environmental Planning Unit (Position Code 0341)

Assistant Environmental Planner I: $7,557.33 - $9,673.73
Assistant Environmental Planner II: $8,141.47 - $10,415.60  

Overview:
Are you looking to make a difference in your community by ensuring that over 1.9 million people are provided a reliable, clean and environmentally sustainable water supply? Valley Water is looking for a highly talented and motivated Assistant Environmental Planner I/II who will work in the Environmental Planning Unit of the Watersheds Stewardship and Planning Division providing support to capital water utility projects and programs in project development, impact avoidance and minimization, compliance with the California Environmental Quality Act (CEQA), and the National Environmental Policy Act (NEPA), and regulatory permit acquisition.

Key Responsibilities include, but are not limited to:
  • Assist project teams with planning, impact avoidance and minimization.
  • Prepare environmental documents.
  • Prepare regulatory permit applications.
  • Public speaking and presentation skills.
  • Excellent written and verbal communication.

IDEAL EXPERIENCE:
For Assistant Environmental Planner I:
  • Public speaking and presentation skills.
  • Excellent organization, written and verbal communication. 
  • No professional work required.
For Assistant Environmental Planner II:
In addition to the ideal criteria for Assistant Environmental Planner I:
  • Preparing regulatory permit applications and negotiating terms.
  • Project Management.
  • Three (3) years of experience performing professional-level responsibilities as an environmental planner is required. 
IDEAL SKILLS AND ABILITIES:
For Assistant Environmental Planner I:
Represent Valley Water before federal and state regulators, local agencies, and the public.

For Assistant Environmental Planner II:
In addition to the ideal criteria for Assistant Environmental Planner I:
  • Assess, mitigate, monitor, and report environmental elements and impacts.
  • Formulate and evaluate proposals and alternatives for use in the environmental planning process.
IDEAL KNOWLEDGE:
For Assistant Environmental Planner I:
  • CEQA
  • Federal, state, and regional permitting regulations, laws, and processes.
In addition to the ideal criteria for Assistant Environmental Planner I, for Assistant Environmental Planner II, working knowledge of:
  • Practices applied in environmental planning and natural resource management. 
  • Methods and techniques of scientific research, analysis, and reporting used in the field of environmental planning.
  • NEPA.
Ideal Training and Education:
  • Bachelor's degree in Land Use Planning, Biology Chemistry, Geography, Environmental Science, Environmental Planning or related field.
  • Three (3) years of experience performing professional-level responsibilities as an environmental planner is required for the Assistant Environmental Planner II but the following substitutions can be made:
  • A Master's degree from an accredited college or university with major course work in environmental studies, environmental planning, city and regional planning, environmental science, natural resources management, geography or related field may substitute for a Bachelor's degree and two (2) years of experience.
  • Two (2) years performing professional-level planning, not involving full time work on environmental regulations, may substitute for each year of the required environmental planning experience.
  • Professional certification in a relevant field or subject matter may substitute for a year of experience. This may include, but is not limited to, certification as an: AICP Certified Environmental Planner, AICP Certified Planner, AICP Certified Transportation Planner, Professional Wildlife Biologist, or other certification provided by the state of California or a nationally recognized professional organization related to environmental planning.
 
REQUIRED LICENSE OR CERTIFICATE:
Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
