Professional Development Specialist

Scope

Child Development Department staff support the Neighborhood House mission framework and Strategic Plan by contributing to the school readiness of low-income children and supporting their parents, care-givers and community. The primary responsibility of the Professional Development Specialist is to support the implementation of activities and initiatives for the Child Development program that strengthen home visiting, instructional teaching practices, and family support services.

Responsibilities

Program Planning, Design, and Implementation
  • Support the Professional Development Manager in maintaining relationships with external training organizations, consultants, facilities, and contractors.
  • In collaboration with Managers, evaluate the effectiveness of training through staff survey, staff observation, and data analysis.
  • Complete all required program reports accurately and in a timely manner.
  • Perform other duties as assigned.

Promote and Support School Readiness and Family Engagement
  • Actively pursue strategies to better integrate all Child Development services in order to provide the most appropriate and comprehensive program to families being served.
  • Support the onboarding of new staff by coordinating opportunities for staff to learn data base systems and grow their technical assistance skills.
  • Support the implementation of a variety of tools that support professional growth with a deepening of professional practice (including the following early childhood tools: CLASS, ECERS, ITERS, HOVRS, Arnett Scale).
  • Coordinate classroom and home visitation observations as part of the agency’s ongoing monitoring effort.
  • In collaboration with the Quality Assurance Manager, analyze the results of the ongoing monitoring and annual Self-Assessment processes to identify staff training and support needs; engage in program planning to meet these needs.
  • Collaborate closely with Human Resources staff to ensure that staff credentials and certifications are current.
  • Update and maintain records in internal and external database systems.
  • Support the development and implementation of initiatives that support staff growth and training.
  • Support staff, consultants, and volunteers with the development of training materials that reflect the learning needs of staff.

Qualifications
Minimum Qualifications
  • Bachelor's degree in early childhood education, training/development, psychology, public administration or a related field. A combination of equivalent experience and training may be considered.
  • Knowledge of and familiarity with the practices and principles of Early Childhood Education, including curriculum, assessment, individualized learning, promoting parents as their child’s first teacher, continuity of care, and teacher/caregiver/home visitor training and supervision.
  • Knowledge of and familiarity with local social service resources, referrals and networking opportunities.
  • Knowledge and familiarity with adult instructional and learning theory and principles.
  • Experience with data collection and analysis.
  • Demonstrated ability to relate to and work effectively with individuals from diverse cultural and economic backgrounds.
  • Good interpersonal and communication skills, including the ability to work as part of a team, communicate effectively both orally and in writing, receive and provide feedback, and manage dynamic interchanges in meetings.
  • Establish a professional learning plan and participate in ongoing professional development.
  • Must have reliable transportation and be able to travel independently to Child Development service sites.
  • Willingness to comply with the established agency performance standards that may include: productivity/personal responsibility, client/customer service-orientation, embracing a team player orientation, entrepreneurialism, and maintaining a professional demeanor.
  • Willingness to comply with Head Start Standards of Conduct by promoting the unique identity of each child and family; conforming with program confidentiality; following child supervision and guidance policies; and refraining from soliciting or accepting personal gratuities, favors, or anything of significant monetary value from contractors or potential contractors.
  • First Aid Certification (within 30 days of hire).
  • CPR Certification (within 30 days of hire).
  • Sexual Harassment Training within 30 days of hire.
  • Current Blood Borne Pathogens training certificate within 30 days of employment (maintain current certificate during employment).
  • Child Abuse and Neglect training (within 2 weeks of hire).
  • Current Health Exam, Tuberculosis Screening, and record of Measles, Mumps, Rubella (MMR) vaccination or immunity (must be obtained prior to employment).
  • Department of Early Learning portable background check.
  • Must pass Neighborhood House background check requirements.
  • Position requires Washington State bi-annual criminal background re-check.

Desired Qualifications
  • Familiarity with and experience implementing Head Start/Early Head Start performance standards preferred.
  • Bilingual ability.
  • Current or former Head Start and Early Head Start parents receive preference for employment vacancies for which they are qualified.
