DESCRIPTION
The Data Architect is in the Information Technology Services (ITS) division, within the Integration team as part of Enterprise Services and reports to the director of Integration. The ITS division is comprised of six departmental teams: the Office of the Vice President, Digital Media Services, Infrastructure, Integration, IT Business Operations, and Technology Support Services. The ITS supports all campus computing — both academic and administrative.

The Data Architect reports to the Director of Integration, and is responsible for developing scalable data architecture, streamlining data acquisition, and setting up processes to bring data together to help build, manage, and maintain college enterprise databases and data marts. This position also manages the health and security of the databases, and is involved in recommending decisions pertaining to use of college data in technology solutions developed in-house as well as integration with third-party services or products.

The Data Architect serves as the lead for all data warehouse, reporting, and analytic projects and plays a lead role in establishing data ownership/stewardship within the organization.

This is a Classified, overtime eligible position and represented by the Washington Public Employee Association of Higher Education (WPEA-HE).

ABOUT THE DEPARTMENT
The Integration Team is responsible for making end-user software application recommendations, implementation of software integration between existing systems, the security of those systems when applicable, improving the user experience where flexibility exists to do so, implementing new systems, custom software application development, and application troubleshooting assistance for IT support personnel.

POSITION DUTIES

• Design and build, normalize, relational databases, data warehouses, or staging areas.
• Create data models and implement database structures and functional capabilities for custom applications, enterprise systems, data transfers.
• Develop ETL (extract, transform, load) solutions and implement optimal data solutions.
• Address and resolve issues including SQL job monitoring, troubleshooting and fixing database issues.
• Manage storage, backups, restoration.
• Migrate data from legacy systems.
• Partner with the Effectiveness and Strategic Planning department to provide consultation on data requests for state and federal reporting along with reporting related to business decisions for students, administration and instruction.
• Assess and revise database implementation procedures to ensure they comply with state and federal regulations.
• Analyze performance of current databases and prioritize upgrades or changes to optimize performance.
• Monitor the system performance by performing regular tests, troubleshooting and integrating new features.
• Recommend and implement solutions to improve new and existing database systems.
• Map the systems and interfaces used to manage data, sets standards for data management, analyzes current state and conceives desired future state, and conceives projects.
• Work with internal staff to identify business priorities and needs for project development.
• Work with external vendors and internal business and technology staff to accurately gather and interpret requirements, specifications, and database models to determine appropriate development solutions, including ETL and statistical modeling.
• Maintain high-level data architecture documentation and create and maintain data mapping documents.
• Identify and collect all required data, validate process and recommend improvements to institutional data.
• Maintain meta data information to help manage resources, resource type, permissions, and when and how the data was created
• Evaluate new techniques and trends in managing enterprise data.
• Make presentations as necessary; participate and represent Bellevue College in state-wide discussions.
• Educate staff members through training and individual support so that users are empowered to address issues independently from ITS.
• Perform other duties as assigned.

QUALIFICATIONS/CORE COMPETENCIES

• Bachelor's degree in computer science or a related information technology field or equivalent experience may be substituted for the education requirement on a year-for-year basis.
• Seven (7) years' working experience as a data engineer, architecture, or analyst.
• Five (5) years' experience with advanced MS SQL development including T-SQL.
• Five (5) years' experience Microsoft database technologies: SQL, SSIS, SSRS.
• Experience with data analysis practices and techniques.
• Effective verbal and written communication skills.
• Experience translating complex problems and implementing solutions.

PREFERRED QUALIFICATIONS:

• Master's degree in computer science or a related information technology field.
• Three (3) years of experience building and maintaining a data warehouse.
• Mastery knowledge of Oracle PeopleSoft, and MySQL.
• Mastery Microsoft Analysis Services and experience implementing and maintaining data cubes, dashboards, and KPIs.
• On-the-job experience with data analysis practices, techniques, and securing data.
• Analytical skills utilized to define, collect and analyze data, establish facts, draw valid conclusions, and make fact-based decisions.
• Experience with data dictionaries, and Informatica.
• Experience configuring and building SSRS reports.
• Knowledge in building data modeling and visualization tools for a wide variety of audiences.
• Experience using version control systems (Git, Subversion, etc.)
• Experience with machine learning and predictive analytics.
• Experience with SalesForce.
• Experience following Agile software development lifecycle methodologies.
• Experience developing software or web applications.
• Experience with the following technologies: Microsoft.NET Framework, ASP.net, C#, ADO.Net, XML, Web
• Services, JavaScript, JSON, CSS, HTML, Wordpress or working with PHP, APIs, and other web technologies
• Experience working on multiple projects at a time.
• Understanding of and commitment to UCD (usercentered design) practices in development.
• Experience with cloud technologies (Azure, Amazon Web Services.)
