Materials Management Manager (Principal Executive/Manager E)

The Oregon Department of Environmental Quality has a full-time opportunity for a Materials Management Manager (Principal Executive/Manager E) in Portland, Oregon.

The statewide Materials Management program approaches environmental protection by developing and implementing plans and programs to reduce the impacts of materials and products throughout their full life cycle, from design and production through distribution, consumption and use, and management at end-of-life (solid waste disposal). The Materials Management section supports statewide efforts by working with internal and external stakeholders to perform research; developing and implementing incentive, product stewardship, solid waste reduction, and solid waste management programs; providing education and information; collaborating with diverse public and private partners; developing goals and measures; and measuring and evaluating program performance. The teams work to reduce the environmental and human health impacts of the products and materials made and used in our state, and implement Oregon’s plan for sustainable materials management - Materials Management in Oregon: 2050 Vision and Framework for Action. The 2050 Vision guides a holistic approach for addressing impacts throughout the full life cycle of materials and products.

This program is a part of the Land Quality Division that supports DEQ's mission to protect our environment and communities by implementing the 2050 Vision and Framework for Action to reduce the negative impacts of products and materials; managing environmental cleanups, assessing cleanup sites, promoting manufacturing and recycling of non-toxic commercial products, safely managing the disposal of solid and hazardous wastes, overseeing the state's underground storage tank and heating oil tank programs, ensuring timely response and cleanup of spills of oil and hazardous materials, and regulating safe discharge of ballast water to state waters. The Land Quality Division is dynamic with wide-ranging activities and goals. It is united by individuals and teams who are committed to, and tenacious in, ensuring Oregon's communities and environment are protected and given the opportunity to be healthy and successful.

What you will do!
As a Materials Management manager, you will be part of an agile and productive team charged with implementing the 2050 Vision and Framework. This includes managing work in the developing field of extended producer responsibility, including Oregon’s existing take back programs for electronics, paint, drugs, and household hazardous waste. You will also oversee a complex data analysis effort designed to understand Oregon’s waste and recovery streams.  The day-to-day operations of the Materials Management section requires managing staff, coaching and guiding staff on planning and executing their work, and designing next steps for executing the 2050 Vision and Framework with your peers across Oregon.  In addition, you will explore ways to integrate equity and social justice into the work portfolio as a part of DEQ’s organization health efforts.

What are we looking for?

  • 3 years of management experience in a public or private organization, which included responsibility for each of the following: development of program rules and policies, development of long and short range goals and plans, program evaluation, and budget preparation.
  • Policy and program development experience in materials management, including product stewardship, waste reduction, and solid waste management.
  • Management experience in a government agency or organization; management experience with a union represented employer.
  • Demonstrated ability to advise executives and other decision-makers; excellent verbal and written communication skills; excellent organizational and interpersonal skills.
  • Demonstrated experience in flexibility necessary to lead from big picture while managing multiple priorities and accounting for details.
  • Experience in strategic planning, plan implementation, and change management.
  • Ability and experience managing human, financial, and informational resources in a manner that instills employee and public trust, and accomplishes the organization's mission.
  • Proven experience fostering teamwork among subordinates; experience coaching, mentoring, and motivating subordinates.
  • Skill and experience in communication and outreach to underrepresented communities.
  • Ability to build partnerships across diverse community and stakeholder groups and interests.
