National Environmental Policy Act Technical Assistant - AmeriCorps

Position Details
Stewards Individual Placement Program (SIPP) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health.
 
SIPP, in partnership with the Office of Surface Mining Reclamation and Enforcement (OSMRE), is seeking a year-long AmeriCorps Member who will contribute greatly to OSMRE’s ability to meet the requirements of the National Environmental Policy Act (NEPA) as directed in the 2019 OSMRE NEPA Handbook. The incumbent assigned to this task will support the HQ OSMRE NEPA Team’s timely review and comment on a variety of NEPA documents, that analyze a diverse set of projects in support of OSMRE’s mission to support the nation’s energy needs through coal and to reuse and restore the environment from the impacts of coal mining.

In addition to assisting with the review of NEPA, the incumbent will assist in the development of an Abandoned Mine Lands (AML) Pilot Project NEPA review template that will help Regional and Field offices comprehensively review AML Pilot projects to support timely reclamation and economic development goals of State and tribal communities. Overall technical assistance contributed by the incumbent will provide OSMRE valuable technical skill and expertise in meeting the compliance requirements of NEPA in support of the environmental reclamation and economic development in States and tribal communities around the country.
 
Position Responsibilities will include:
  • Review NEPA, Council on Environmental Quality Implementing Guidelines, DOI Regulations, and OSMRE NEPA Handbook to develop/enhance understanding of NEPA
  • Utilize understanding of NEPA to support development of AML Pilot NEPA review template
  • Review Environmental Justice Executive and DOI Environmental Justice Reporting requirements to support work group facilitation
  • Review current OSMRE NEPA filing systems to assist in deployment of centralized document library
  • Engage in technical reviews of OSMRE programs with support of Headquarters staff
  • Review current OSMRE NEPA Webpage content to provide recommendations and assist in updates
