The Opportunity

WSDOT is looking to hire an experienced Civil Engineer to provide expert, strategic traffic analysis and design guidance for all WSDOT & external projects and programs within Snohomish, Skagit Whatcom and Island counties of WSDOT’s Northwest Region (NWR). As the Area Traffic Engineer for the Mount Baker and Snohomish areas, this position will ensure consistency with all applicable federal, state, and local policies and standards. The incumbent will provide expert guidance for programs including the NWR Active Transportation Program, the regional Sound Transit program, and other transit agency projects.

This position must routinely apply engineering judgement in the absence of specific design and operation standards, requiring expertise and skills to determine actions in the best interest of WSDOT and the traveling public. What to Expect
Among the varied range of responsibilities held within this role, the Snohomsh/Mt Baker Area Traffic Engineer will:
  • Provide expert and strategic guidance for a wide range of traffic engineering work on all highway projects within Snohomish, Skagit, Whatcom & Island counties, directing work of several technical experts.
  • Routinely apply independent judgement for providing traffic engineering analysis, design & operations decisions, including on the most complex transportation projects in the state.
  • Provide traffic engineering expertise in managing the Active Transportation Program throughout the region.
  • Influence operational and programming decisions with the goal of optimizing motorized and non-motorized safety and mobility in the planning, design, construction, and operation stages of projects.
  • Identify projects for WSDOT to ensure consistency with the 20 Year System Plan, the Safety and Mobility program, Electrical Rehabilitation program, and Low Cost Traffic Enhancements program.
  • Lead the implementation of motorized and non-motorized operational devices and techniques, consistent with MUTCD and State traffic operation standards where applicable.
  • Represent WSDOT as the principal contact on matters pertaining to traffic operations in Mount Baker and Snohomish Areas within WSDOT and for public, local agencies, and developers.

Qualifications
Minimum Requirements:
  • Current Driver’s License
  • Bachelors of Science in Civil Engineering or similar degree.
  • Professional Civil Engineers License
  • Minimum of seven (7) years of practical experience in traffic design, traffic operations, freeway operations, construction traffic control, and/or highway safety management, with at least three (3) years spent developing and/or reviewing complex freeway/highway channelization
  • Extensive Knowledge of:
  • Traffic engineering principles, practices, and policies in the areas of traffic operations, freeway operations, traffic safety management, performance monitoring, and traffic modeling.
  • Current national and state standards in traffic engineering, channelization design, and traffic engineering related chapters of the WSDOT Design Manual.
  • Traffic data collection, analysis, and presentation in support of traffic planning.
  • Ability to:
  • Evaluate and implement process improvements.
  • Effectively communicate, negotiate, and partner with a variety of different individuals both internal and external to WSDOT.
  • Implement strategic direction and innovative approaches at a tactical level.
  • Develop and maintain meaningful partnerships with WSDOT HQ, regional executives, the public, media, elected officials, local public works staff, and other state agencies.

Preferred Qualifications:
  • Masters of Science in Civil Engineering, with an emphasis on Traffic.
  • Professional Traffic Operations Engineer (PTOE) certification

Important Notes
  • The listed salary includes the Legislative approved King County Premium.
  • This position will require periodic travel throughout the region for meetings, conferences, and other business needs.
  • This position may require emergency response and/or attend meetings outside of normal scheduled hours.
