Senior Engineering Geologist (Geologist)

Pay and Benefits:
The Senior Engineering Geologist classification's standard pay range is $9,766.00 to $12,223.00. Benefits packages for State employees include health, dental, vision, retirement, and much more!  

NOTE: Effective July 1, 2020, State employees are subject to a 9.23% salary reduction in exchange for up to 16 hours of the Personal Leave Program 2020 (PLP 2020) per month. 

Duties:
The incumbent will be the Program Manager for the Proposition 1 and Proposition 68 Groundwater Grant Programs. Unit staff function as Project Managers to fund groundwater sustainability projects, and other water quality protection and improvement projects financed through Proposition 1 and 68, and other funding sources available to the Division of Financial Assistance (Division). Review correspondence, calculations, plans, and approvals to ensure complete, accurate, and high-quality work consistent with established policies, procedures, and engineering/hydrogeologic professional standards. Coordinate the Unit’s funding efforts with other Division and State Water Board units and other State, local, and federal agencies. Work cooperatively with Project Managers, other unit chiefs, and management to answer questions, provide engineering/hydrogeologic assessments and solutions, and resolve legal, administrative, or environmental issues that prevent the Division from approving funding. Ensure funding efforts focus on innovative, cost-effective projects while working with the Regional Water Boards and other Divisions to ensure funded projects are consistent with regulatory requirements.  

Develop and monitor unit work plans to manage staff workloads, priorities, and due dates. Direct engineering/hydrogeologic and project management training, create a working environment for unit staff that promotes high morale, high performance, and individual growth. Complete administrative duties such as signing timesheets, approving time off, etc. Implement progressive discipline measures, if necessary.

Provide technical engineering/hydrogeologic input and policy guidance on legislation, prepare briefing documents, make presentations to the Board and the public, and respond to public inquiries about funding programs administered by the Division. Oversee, direct, and approve staff’s preparation of policies, guidelines and Board agenda packages for submittal to management and the State Water Board for approval of funding, guidelines, information items, and other policy documents.

Provide technical assistance to eligible recipients and the communities they serve. Help manage contracts with third-party technical assistance providers, organize and provide workshops for potential funding applicants, and manage staff focused on reducing barriers to accessing State funds. Engage with stakeholders and the Office of Public Participation to provide outreach and assistance, including traveling to and facilitating, as necessary, workshops, town hall meetings, and local agency Board meetings.

Supervise technical staff working cooperatively with other agency staff and interested parties to develop program guidelines for administration of various funding programs. Oversee the preparation of proposal solicitation documents and supervise a technical team in review, selection, and recommendation of projects for funding.

Coordinate with other supervising seniors and Division of Information Technology staff on the development of Geographic Information Systems and web-based applications to track and display pending, approved, and completed projects for the programs administered by the incumbent’s unit.
