National Environmental Policy Act Technical Assistant
Stewards Individual Placements (SIP) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health.
SIP, in partnership with the Office of Surface Mining Reclamation and Enforcement (OSMRE), seeks two Technical Assistants to play an important role assisting OSMRE’s ability to meet the requirements of the National Environmental Policy Act (NEPA), as directed in the 2019 OSMRE NEPA Handbook. The selected NEPA Technical Assistants will support OSMRE Headquarters (HQ) NEPA Team’s timely review and comment on a variety of NEPA documents that analyze a diverse set of projects in support of OSMRE’s mission of balancing the nation’s energy needs through coal with the reclamation and restoration of the environment from mining.
The NEPA Technical Assistants will primarily work on the following deliverables:
- Development of a review template for OSMRE Abandoned Mine Land Economic Revitalization (AMLER) project NEPA reviews to be deployed for use by all OSMRE Regional and Field Offices
- Review of Environmental Justice Reporting requirements to support development of an OSMRE Environmental Justice report template in collaboration with OSMRE Regional and Field Office staff
- Identification and deployment of a file management system to optimize OSMRE NEPA document organization
- The completion of document technical reviews to support OSMRE programs that include NEPA, Mine Plan Permitting, and Tribal Consultations
- Recommendations for updates of OSMRE NEPA webpage content through comparison with other DOI Bureau NEPA webpages and the goal of effective communication with the public
The work completed by the NEPA Technical Assistant AmeriCorps Members will support the environmental reclamation and economic development in States and Tribal communities across the country.
Position Responsibilities will include:
- Reviewing NEPA, Council on Environmental Quality Implementing Guidelines, DOI Regulations, and OSMRE NEPA Handbook to develop/enhance understanding of NEPA and its relation to OSMRE programs like AMLER
- Supporting the development of the OSMRE Environmental Justice Reporting Process to help identify projects that are catalysts for environmental protection and economic benefit in disadvantaged communities
- Reviewing Environmental Justice Executive and DOI Environmental Justice Reporting requirements to ensure compliance and increased efficiency
- Reviewing current OSMRE NEPA filing systems and to support the NEPA compliance program
- Reviewing current OSMRE NEPA Webpage content to ensure the NEPA page has publicly available and accurate information documenting the environmental analysis process
- Comfort with working independently on tasks
- General computer skills
- Educational background and/or interest in planning, environmental engineering, biology, or public policy/administration

- Living Allowance: $465/week at 40hrs/week (pre-tax)
- Successful completion of this term will award the AmeriCorps Segal Education Award of $6,195.00 (pre-tax)
