We are currently seeking an IDEA Analyst (Program Analyst 3) to join our team at the Oregon Department of Education. The Oregon Department of Education’s (ODE’s) mission is to foster equity and excellence for every learner through collaboration with educators, partners, and communities. This position is a Limited Duration, full-time position represented by the Service Employees International Union (SEIU) expected to last through June 30, 2023. The position may be extended through December 31, 2023 depending on funding availability.

What you will do!
The IDEA Program Analyst serves as program analyst for MOE (Maintenance of Effort) in our Office of Enhancing Student Opportunities, Resource Management & Operations Team. The IDEA Program Analyst develops and adapts new methods and procedures for capturing or processing fiscal data related to MOE and other program requirements. This includes collaborating with internal and external partners and interested parties to help ensure expenditures and program activities are compliant with federal requirements and are achieving intended outcomes. As one member of ODE’s IDEA team, this position serves as a liaison and point of contact with school districts to answer questions, address and resolve problems, and provide technical assistance.

This Is What You Need To Qualify
  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to Public Budgeting, Finance, that demonstrates the capacity for knowledge and skill in budgeting, program oversight and evaluation, grant administration; and four (4) years’ experience coordinating or administering a program; OR
  • Any combination of experience or education equivalent to seven (7) years of experience
 
Candidates who are the most competitive will possess a compelling combination of the following background, skills, and experience:

•       High level skill and ability using public financial/accounting/budgeting systems
•       Experience or skill in using federal rules and regulations to achieve outcomes
•       Ability to collaborate effectively with others
•       Fundamental understanding of Oregon’s education system
•       Experience and knowledge with IDEA Part B preferred, but not required
•       High level of organizational skill and attention to detail
•       Knowledge of public budgeting principals
•       Ability to treat customers, interested parties, and co-workers with dignity and respect,
promote and foster a discrimination/harassment-free workplace, and recognize the value of individual and cultural differences.

Additional Information
  • *Employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS; the salary range noted above reflects base salary only.
