The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Director of Disability Access Services in the Disability Access Services Division. 

GENERAL DEFINITION

Under direction of the Vice President of Student Services, the Director of Disability Access Services (DAS) has administrative authority for DAS at all Spokane Community College (SCC) locations that comply with federal, state and district regulations/policies (Section 504 of the Rehabilitation Act, Americans with Disability Act, and RCW28B.10.910-16 Washington Core Services Bill). This position is responsible for ensuring equal access by providing supportive services to students with disabilities and providing consultation to the Community Colleges of Spokane (CCS) Chief Compliance Officer on all campus disability issues.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Conduct interviews with students requesting disability accommodations and provide information about services available. Evaluate disability documentation from qualified professionals, determine student specific accommodation plans and consult with faculty, advisors, and administrators on implementation. *
  • Administer procedures in order to support student access and to comply with federal, state, and district regulations/policies (Section 504/508 of the Rehabilitation Act, Americans with Disabilities Act (ADA), and RCW28B.10.910-16) regarding access and disability accommodation. Work closely with the CCS Chief Compliance Officer on policies, procedures, and other matters as needed. * 
  • Develop and provide orientation, workshops/seminars, and other training for administrators, faculty and staff to disseminate disability information to ensure compliance with the ADA and Section 504/508. Collaborate with other state agencies (e.g., Labor and Industries, Division of Vocational Rehabilitation, Department of Services for the Blind) and local secondary school districts. *
  • Supervise (recruit, select, train, schedule, discipline, and respond to grievances) classified supervisors, staff and hourly employees, including staff assigned to rural centers. Adhere to classified contracts, and all district rules and regulations to ensure efficient operations and student success. *
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
  • Manage budgets for assigned programs ensuring appropriate allocation of budgets/monies. *
  • Responsible for records management with strict attention to confidentiality of all student records in accordance with Family Educational Rights Privacy Act (FERPA) regulations. *
  • Responsible for required daily, quarterly and yearly reports. Audit/review and retain reports as needed or required. *
  • Responsible for maintaining and updating departmental information, brochures and website. *
  • Attend campus and district meetings representing the department. *
  • May apply for grants as requested.
  • Serve on student conduct panels.
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statute and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

COMPETENCIES & OTHER REQUIREMENTS:

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)

  • Masters’ degree in special education, counseling, social work, psychology, certified rehabilitation counselor (CRC) or closely related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Three (3) years of experience working with people with all types of physical, mental, sensory, and intellectual disabilities as described by the ADA. 
  • Knowledge of medical, psychological and pharmacological aspects of disability, and functional limitations as they relate to the higher education learning environment. 
  • Knowledge of ADA and Section 504 of the Rehabilitation Act, and Washington Core Services Bill (RCW28B.10.910-916).
  • Knowledge of Family Educational Rights Privacy Act (FERPA). 
  • Ability to clearly communicate orally and in writing. 
  • Ability to effectively problem-solve. 
  • Ability to motivate and supervise employees. 
  • Knowledge of managing budgets. 
  • Ability to organize data and produce reports. 
  • Ability to use computerized information/software used in an office environment. 
  • Ability to handle multiple tasks with competing deadlines. 
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals, objectives and strategic plan of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)

  • Five (5) or more years increasing responsible related experience in higher education.
  • Experience with adaptive technologies and exposure to Deaf culture and interpreter services.
  • Experience using the Accommodations Information Management System (AIM). 
  • Knowledge of Web Content Accessibility Guidelines (WCAG) Standards and Policy 188.
  • Knowledge of and experience working with PeopleSoft Enterprise Management Systems.
  • Experience working with student conduct code violation procedures.
  • Knowledge of Title IX and ability to serve as Title IX Investigator.

CONDITIONS/TERMS OF EMPLOYMENT:

TOTAL COMPENSATION WITH BENEFITS $101,647

 Total compensation is an estimate based upon adding the following amounts together:

  • Base compensation of $77,409, plus
  • Current employer-paid health and related benefit contribution rates, plus
  • Median retirement fund contributions. 
The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.

CONDITIONS OF EMPLOYMENT

  • Contract 12-month position.
  • Position is exempt from Fair Labor Standards Act (FLSA).

  • Requires local or regional travel. If using personal vehicle proof of driver's license and car insurance required.
  • Valid motor vehicle operator license required.
  • Criminal background check required.
