The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role of a permanent Management Analyst 3, within our Information Governance Unit. This is a full-time, permanent position and is located at the Department of Corrections Headquarters in Tumwater, Washington.

This position reports directly to the Management Analyst 4 within the Information Governance unit and is responsible for assisting in the management and analysis of electronic records and information to develop and recommend strategic goals regarding Information Governance program compliance. This position serves as a consultant on unit wide operations and performance, supporting the agency's mission by helping to develop tools and strategies for technical compliance to mitigate risk, increase efficiency in Information Governance functions, and improve staff training, which safeguards agency resources and reputation.

Duties
Key responsibilities of a Management Analyst 3 include, but are not limited to:
Serve as a technical resource to staff agency wide to facilitate agency compliance with public records requests, records and information management, and litigation discovery involving electronic records and information.
- Provide technical assistance to staff as needed in retrieving, storing and transferring electronic records and information.
- Conduct daily search and retrieval of electronic information in its various formats (.pst’s, external drives, text messages, im’s, social media pages, portable drives, metadata, email, etc…).
- Maintain and update electronic record and information specific trainings and presentations to provide to various levels of agency staff.
- Assist in the development and implementation of new training materials, best practices, and user guides in responding to public records requests, record retention and privacy breaches.
Conduct complex research and analysis, in order to formulate recommendations regarding Information Governance statistics and trends to be used in developing strategic plans, goals and action plans.
- Independently collect, and analyze public records statistics, creating both weekly and monthly reports that outline public disclosure trends for reporting to agency executive leadership.
- Analyze agency record retention behavior and trends and report on agency wide compliance and efficiency.
- Review quarterly and annual litigation trends tied to public records requests.
Update and maintain internal and external sites and systems to keep both the agency and the public information regarding DOC Information Governance policy and practice.
- Assist in administration of the agency public records tracking system.
- Manage staff access and permissions to the tracking system.
- Maintain the Information Governance SharePoint sites and associated user.

Required:
- Some college study in public administration, records management, business administration, law, or related field.
- A demonstrated ability to independently research, analyze and make recommendations.
- Advanced skill level in MS Excel and MS Word.
- A minimum of one (1) year experience working with electronic records search, retrieval, and public records compliance. Experience includes a demonstrated working knowledge of the legal requirements relating to both litigation discovery and public records compliance under RCW 42.56.
Preferred:
- Bachelor’s degree in related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or foreign equivalent.
- Developing level proficiency/experience using Microsoft eDiscovery tools.
- Knowledge and use of Enterprise Vault and/or Exchange Online Archive.
- Experience with technical assistance and/or software testing.
- Advanced level proficiency with Microsoft SharePoint.
- Customer Service and/or program support experience.
