Chief Counsel I (CEA) (JC-330147)

The Chief Counsel I, CEA will serve as the Presiding Hearing Officer for the Administrative Hearing Office within the State Water Resources Control Board (State Water Board). The Administrative Hearings Office is an independent organizational unit within the State Water Board that serves as a neutral, fair, and efficient forum for adjudicative hearings in water right enforcement proceedings. The Administrative Hearings Office is established pursuant to Water Code sections 1110-1114.
The Presiding Hearing Officer serves as a hearing officer but also supervises the Administrative Hearing Office. The Presiding Hearing Officer hires personnel, including attorneys and technical experts, assigns proceedings to be heard by other hearing officers within the office, reassigns proceedings as convenience and necessity require, and serves as hearing officer. In carrying out these duties, the Presiding Hearing Officer does so consistent with the Administrative Hearings Office’s responsibility to provide qualified, impartial hearing officers to ensure water rights matters, including water-related cannabis enforcement measures are resolved in a timely manner. In addition to water right enforcement proceedings, hearing officers may be assigned to hear other State Water Board adjudicative proceedings as workload permits. The Administrative Hearing Office presently consists of the Presiding Hearing Officer, two attorney hearing officers, two technical staff, and two support staff.

The State Water Resources Control Board and the nine Regional Water Quality Control Boards employ approximately 2,600 staff, which includes a multi-disciplinary team of engineers, scientists, attorneys, and technical support staff. The Board’s budget in the current fiscal year is over $1.5 billion.
