Accounting Specialist - Fiscal Analyst 3

The Opportunity
WSDOT is currently seeking a Fiscal Analyst 3 in Spokane, WA to support the Transportation Equipment Fund (TEF) fiscal operations. The TEF office is responsible for maintaining the vast array of equipment, vehicles, and radio communications so that others may accomplish their services to the public in a safe, efficient, timely, and cost-effective manner. This position will perform accounting, administrative, and logistical support for the TEF office equipment, fleet, and personnel. The incumbent to this position must have strong analytical skills to support accounts payable/receivables, payroll, labor expenditures, record dispositions; as well as, recording equipment, parts, and supplies purchase processing.

What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 3 will:
  • Perform professional accounting functions for the Eastern Region TEF office.
  • Work closely with regional TEF staff, Headquarters TEF, Department of Enterprise Services (DES), and equipment vendors through all steps of equipment procurement to ensure purchases for the region are completed accurately and timely. 
  • Responsible for assembling and submitting purchase orders for all of the region's light, heavy, survey and radio equipment. 
  • Process and obtain regional approval of equipment purchase requisitions and purchase orders. 
  • Maintain spreadsheets to track and show information about each equipment order.
  • Receive unleaded and diesel into the inventory system and create payment vouchers.
  • Update or create M5 work orders to reflect work done on TEF equipment by other WSDOT employees and complete and close work orders.
  • Review fuel invoices for accuracy, and work with vendors to reconcile discrepancies. 
  • Prepare and maintain cash receipt documents. 
  • Answer phones, file, and conduct word processing duties; prepare shop employee reimbursements for equipment and travel.
 
Qualifications
To be considered for this opportunity, the following are required:
  • A Bachelor's degree which includes 18 quarters or 12 semester hours in accounting, auditing, or budgeting.
  • Two (2) years of relevant professional experience. Professional experience may substitute for education on a year for year basis.
  • Demonstrated ability to analyze and interpret data from financial systems. 
  • Demonstrated ability to recognize and solve difficult and complex problems, and to provide sound advice and guidance to region staff. 
  • Demonstrated ability to communicate effectively.
  • A working knowledge and experience with Microsoft Office applications particularly Word, Excel, and Outlook.
  • Effective communication, with the ability to provide timely and professional customer service.
  • Strong attention to detail.

It is preferred that qualified candidates also have:
  • Working knowledge and experience with WSDOT accounting systems and procedures including TRAINS, Chart of Accounts, and Cognos.
