City Council and Process Policy Advisor (Commissioner's Staff Representative)


The Mayor's Office is seeking a City Council and Process Policy Advisor (Commissioner's Staff Representative) to join their team. The Advisor position manages Council meeting preparation and staffing for the Mayor’s Office. 

The purpose of this position is to ensure the Mayor and Mayor's Office staff are adequately prepared for all City Council Meetings, act as the primary point of contact for the Council Clerk’s Office and other Council liaisons, and coordinate with bureau staff and members of the public as needed. 

To do this job effectively, the Advisor must embrace core principles of diversity, governance, public process, and mutual learning in the context of government service in the City of Portland Mayor's Office. Ability to manage complex issues and understand, synthesize, and brief leadership on high priority items is key to success in this position. The capability to work independently and as a team will be crucial in this role. Discretion and the ability to maintain confidential information are also essential qualifications. In addition to legislative duties, there may be opportunities to work in policy areas aligned with the Mayor’s priorities.

Job responsibilities include:
  • Monitor, analyze, and advise the Mayor and office leadership on City Council’s legislative processes and policy items within your portfolio. 
  • As part of the policy advisor responsibility, meet with City staff and external stakeholders to better understand the impacts of Council items. 
  • Manage the Council item filing process on behalf of all of the Mayor’s portfolio bureaus. 
  • Work with Council staff to identify and coordinate presentations on potentially contentious items ahead of Council to ensure Council offices are briefed. 
  • Coordinate with Mayor’s staff to create prep materials for Council each week.
  • Coordinate, manage, and facilitate the weekly meeting of Council policy staff. 
  • Work with other Council offices and the Council Clerk to collectively manage Council meeting agendas. 
  • Confirm technology and facility operations are coordinated to ensure successful Council meetings and staff the Mayor (most often in person) for Council meetings.
  • Manage the Mayor’s proclamations process for the City of Portland.
This position is exempt from Civil Service and is an "At Will" position. It serves at the discretion of the hiring authority, subject to City of Portland Human Resources Administrative Rules and Portland City Charter and Code.
