Position Summary

The Division Operations Director (DOD) provides support for the delivery of instruction and student success by leading and managing the Arts & Humanities Division's support operations, operating budgets, and support staff. Under the general direction of the Dean of Arts and Humanities, the Director of Operations is a key part of the leadership team. The DOD directly supervises office support staff and provides guidance for all employee groups in the Division.

The position has authority to implement division protocol and best practices, serve on governance councils on the division and college's behalf, has fiscal oversight over the Division budget, and serves as primary manager of the Divisions physical resources (e.g., offices, IT equipment, classrooms, supplies, etc.)

Pay, Benefits & Work Schedule

Annual salary range: $78,818 - $114,276

Annual salary will be commensurate with candidate's qualifications and related experience.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the Department

Arts & Humanities, the largest division at Bellevue College, welcomes students with various educational goals. Most are enrolled in academic transfer courses such as Art, Communication Studies, English, Music, Philosophy, Theatre Arts, and World Languages. Other programs focus on international students (English Language Institute) or adults taking pre-college courses to learn English, earn their GED, complete High School credentials, or transition to college-level courses (Basic and Transitional Studies). The division also includes a Professional Technical program (Interior Design), which serves students seeking an Associate's degree or a Bachelor of Applied Arts. Each program in Arts & Humanities seeks to empower students by cultivating inclusive learning environments that engage diverse traditions; stimulating intellectual and imaginative curiosity; and developing the habits of mind necessary for critical and creative thinking.

Essential Functions

Managing Support Operation

• Articulate and support the Arts & Humanities divisional vision and purpose
• Support delivery of instruction, student success, and faculty achievement by providing exceptional service, responsive administrative functions, and timely communication
• Enhance accountability, productivity, efficiency, and professionalism of office operations
• Promote a diverse and equitable working environment
• Exercise independent judgement, decision making, discretion, confidentiality, and creative problem-solving skills to address a variety of administrative and managerial issues
• Establish rapport and facilitate cooperative working relationships between division and College offices or stakeholders, including Finance, Human Resources, Academic Affairs, other academic divisions, and other offices and personnel
• Support and coordinate division activities involving adjunct and full-time faculty
• Review and monitor full-time faculty workload and payment accurately. Identify and resolves problems related to faculty meeting contractual Full-Time Equivalent Faculty (FTEF); monitor all payments to faculty
• Establish common filing systems and procedures, receive and respond to visitors, calls, and email inquiries from constituent groups and the public ensuring process is in place to comply with Bellevue College (BC) records management directives
• Coordinate all resources and office space for faculty and staff as well as track and monitor computer acquisitions, allocations and replacements along with office equipment and supplies for entire Division (staff and faculty)

Manage division budgets and contracts

• Manage budgets, including assisting with planning, developing, reconciling and reporting for all division budgets, and recommend financial strategies
• Oversee the contract process for services
• Reconcile personal P-card and approve division P-card statements

Manage support staff

• Utilize delegated authority to assist the Dean with operating and administrative details
• Oversee development and building of quarterly and annual class schedules and monitor schedule efficiencies
• Oversee Division's website
• Hire, supervise, train, develop and evaluate staff performance
• Promote professional development among staff
• Ensure compliance with college policies, procedures, and collective bargaining agreements
• Provide staff training opportunities
• Conduct regular meetings with staff and share information from other meetings
• Approve staff leave requests and time sheets
• Perform other duties as assigned.

Minimum Qualifications

• Bachelor's degree - OR - equivalent combination of education and work experience, such as Associate's degree with two (2) years of administrative support experience with increasing responsibilities
• Supervisory experience, including leading, training and professional development of staff
• Experience managing complex operating budgets, grants and contracts
• Experience with course management software system
• Work experience in higher education
• Experience evaluating and assessing data
• Proficient use computers and software applications, such as, SharePoint, WordPress, and Microsoft Office 365, with advanced experience in MS Excel, especially using complex calculation and function features
• Ability to exercise independent judgment, decision making, discretion, and confidentiality
• Skilled in time and conflict management, organizing workflows, and implementing policies and procedures
• Ability to work independently while successfully directing and completing multiple projects while meeting deadlines
• Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment
• Effective written, verbal, and interpersonal and communication skills

Preferred Qualifications

• Work experience in academic division
• Knowledge of Washington State community college processes and procedures, including curriculum requirements, Washington Administrative Code (WAC), and the Revised Code of Washington (RCW) as they relate to higher education
