Administrator of the Research and Evaluation Division

Position Title: Administrator of the Research and Evaluation Division

 

Position Overview: 

The Wyoming Legislative Service Office is accepting applications for the Administrator of the Research and Evaluation Division. The Legislative Service Office (LSO) is the permanent, non-partisan professional staff office of the Wyoming Legislature. The LSO Research and Evaluation Division conducts  research and policy analysis and prepares and presents complex reports on various subjects for legislative committees, individual legislators and the Wyoming Legislature as a whole. Examples of reports may be found at https://wyoleg.gov/publicationsResearch/Research. The Division also oversees program evaluations of State agency programs when requested.

 

When the Legislature is not in session, the Administrator and analysts attend committee meetings throughout the State, present research findings to committees, assist with meeting setup, live streaming and preparation of minutes. When the Legislature is in session, the Administrator and analysts assist with committee meetings, including preparing meeting notices, live streaming meetings, recording votes and amendments, and assisting with session tasks where needed.

 

Duties and Responsibilities:

The Administrator manages and works closely with skilled analysts to produce research reports. The Administrator is responsible for ensuring research reports are properly structured, use appropriate primary and secondary sources, and result in high quality written products and verbal presentations. The Administrator may conduct legal research as requested by the LSO Director. Additional Administrator duties include:

 

  • Oversees staff of 4 research analysts and one legislative editor. Manages Division workload, research requests, committee assignments, team meetings, and other tasks. Reviews research reports and committee minutes prepared by Division staff.  Conducts weekly staff meetings and Division training. 

 

  • Communicates with legislators and legislative committees, as needed, regarding research requests or other requests for information.

 

  • May serve in the capacity of a staff attorney or analyst to one or more legislative committees. Works with committee chairmen to develop meeting agendas and draft legislation.

 

  • Assists the Director and other Administrators to carry out the work of the Legislature.

 

Qualifications:

  • Juris Doctorate or graduate degree in a relevant field.
  • Managerial experience.
  • Superior writing, research and editing skills.
  • Ability to effectively lead, mentor, and coordinate skilled analysts.
  • Ability to conduct objective, nonpartisan research.
  • Ability to be professional and perform at a high level in a fast-paced, high-pressure environment.

 

Position Details: 

  • Salary: $147,500 – $190,000 commensurate with education and experience. 
  • Travel required, as necessitated by committee staffing schedule. 
  • All employment with the Wyoming Legislature is at-will.
  • Overtime is required during the legislative session and certain other periods as necessary to meet the demands of the Legislature.
  • Employees of the LSO receive many of the same benefits as employees of the State of Wyoming, including vacation and sick leave accrual and participation in the Wyoming Retirement System.   • Flexible work-schedule when the Legislature is not in session.

Work Environment:

This position is mostly performed in an office environment with prolonged periods of sitting at a desk and working on a computer. While performing the duties of this job, the employee is regularly required to talk or hear, lift and carry objects such as document boxes and other equipment, utilize standard office equipment and to drive.
