UNION STATUS: Courthouse Bargaining Unit – Initiation fees and monthly dues payment is required.

BASIC PURPOSE:

This is a position that carries out a variety of health and nutrition service duties including mental health program coordination, harm reduction program support, public awareness program development, and health promotion activities; WIC certifications, educational and training activities and programs; and direct client contact.

 

NATURE OF WORK:

  • Provides support to Whitman County Mental Health initiatives.
  • Supports Whitman County Harm Reduction and Syringe Service Programs.
  • Participates in and conducts community health education activities and programs.
  • Refers clients to community resources or other health department programs.
  • Participate in state DOH trainings, staff meetings, in-services, and workshops as needed and related to the job.
  • Provides direct service to clients participating in the WIC Supplemental Food Program, as needed.
  • Work with a Registered Dietitian, Program Analyst, and other public health staff
  • Provide technical support to professional staff.
  • Works in both the Pullman and Colfax offices, with possible travel within Whitman County, Spokane, or to state trainings in Western Washington.

 

ESSENTIAL FUNCTIONS:

  • Carries out goals of the Whitman County Mental Health initiatives.
  • Provides harm reduction services, including overdose prevention education.
  • Refer the public to community resources or other health department programs.
  • Serve as a WIC (Women, Infant, and Children) Certifier, as needed.
  • Performs client-centered services and certification for WIC clients following WA State WIC policy and procedures, as needed.
  • Provides basic nutrition and health education in individual or group settings as directed by the Registered Dietitian, as needed.
  • Participates in community program-related meetings, workshops, and outreach activities as needed and related to the job.
  • Participates in preventative health care and health promotion activities.
  • Assists in implementing new public health programs and initiatives for improved health outcomes of residents.
  • Performs various office functions and fills in for other staff as needed, including front desk coverage and vital records issuance.
  • Applies public health theories and processes to decision-making.
  • Assists in managing public health-related grants, including application and reporting.
  • Demonstrates excellent verbal and written communication skills.
  • Performs other duties as assigned by Program Manager, Public Health Deputy Director, Public Health Director, or Registered Dietitian

 

NON-TECHNICAL ESSENTIAL FUNCTIONS:

  • Candidate must comply with organizational and departmental policies and regulations.
  • Possesses a valid driver’s license and have a reliable vehicle.
  • Demonstrates the ability to relate to individuals and families from diverse ethnic, cultural, and economic backgrounds.
  • Experience working with MS Excel and MS Word.
  • Experience working with Google Docs, Google Sheets, Google Form, and Google Slides.

 

SUPERVISION EXERCISED AND RECEIVED:

Supervision is not a normal responsibility of position in this class. Work is performed under the general direction of the Program Manager and WIC Coordinator with formal supervision from the Public Health Director and Public Health Deputy Director.

 

SELECTION CRITERIA:

Knowledge of: organization, function, and services of health agencies; social, health, and economic problems of community served; report writing; public speaking; organizational skills; health education strategies; skilled in health assessment.

Ability to: work with clients and communities of diverse socioeconomic and cultural backgrounds; communicate effectively both orally and in writing; maintain confidentiality; organize and present information clearly; and work harmoniously with clients, the public, and community-based organizations.

 

EXAMPLES OF DUTIES:

  • Provides suicide prevention training (QPR and CALM) to the public as requested or scheduled.
  • Provides naloxone (Narcan) training and education to syringe service participants and the public. Assist syringe service participants with syringe exchanges and referrals as needed. Manages syringe service program inventory.
  • Attend community events throughout county to promote health department programs.
  • Work with community members to connect them to appropriate resources.
  • Daily appointments with WIC clients as needed, including pregnant women, infants, toddler and preschool-age children. Provides nutrition education, prescribes appropriate food packages, make referrals and issues WIC benefits. Schedules and reschedules appointments.

 

QUALIFICATIONS:

Bachelor’s Degree in a health-related field and 2-3 years of experience in a professional office setting preferred.

Associate of Arts Degree and 2-3 years of health education and services experience preferred.

Experience with substance abuse and mental health needs is strongly preferred but not required.
