Job Summary

 

The DNR is currently seeking a Communications Specialist 3 in St. Paul, MN. 

The position is responsible for administering FOR’s digital media program under limited supervision, providing expert consultation to the FOR Communications Coordinator and Communications Team, FOR leadership, and program leaders on digital communication strategies and implementation to achieve Division and individual program goals. The position will develop performance metrics and use analytics to evaluate FOR’s digital media performance and adjust content strategy to optimize FOR’s digital media impact. This includes monitoring social media and website trends and advising on new techniques or platforms to increase reach. This position manages FOR’s social media and websites, develops social media and web strategy, guides content creation to fulfill strategy, ensures compliance with web governance, department, and state standards. The position ensures FOR adheres to digital media policies and procedures, provides direction and training on digital media best management practices. This includes serving as FOR’s electronic accessibility coordinator and ensuring FOR staff adhere to associated state and federal laws.

This position has a flexible work arrangement and may be eligible to telework on a part-time basis, anticipated to work 1 to 2 days in the office per week, which is subject to change. If approved, the employee would be required to complete an annual telework agreement. 

Qualifications

 

Minimum Qualifications

  • Three (3) years of experience writing, editing, producing, and evaluating digital content and associated communication plans to successfully develop and implement digital communication efforts, campaigns, and programs for a large organization.
  • Ability to implement and support a new digital media channel for a large organization.
  • Demonstrated ability to facilitate large groups, express thoughts and ideas to others in a clear and concise manner, and explain technical subjects in basic terms to uninformed audiences.
  • Demonstrated ability to motivate internal and external partners to collaborate in development and timely implementation of coordinated communication and outreach plans, including but not limited to Forestry program staff and supervisors, all DNR divisions and regions, Commissioner’s Office, and Governor’s Office.
  • Demonstrated experience assessing and applying communications technologies and methodologies in social media, digital content, graphic design, behavior trends, visual aids, and other areas sufficient to be able to further knowledge of and influence behavior related to natural resource systems.
  • Skills in video editing, photography, digital design, writing, and editing to develop or coordinate production of  forestry web content, social media posts, digital newsletters, videos, GIFs, and digital communication items.
  • Knowledge of social media management tools, web content management systems, digital media best practices, and digital accessibility to develop high-quality, effective digital content to advance Forestry program goals.
  • Demonstrated ability to plan, develop and implement effective digital communication strategies to lead digital communications for multiple programs or large organizations.
  • Coordination skills to keep multiple levels of planning and logistics on schedule.
  • Demonstrated ability to form relationships and influence decision-making, to work with diverse groups who have divergent ideas and help them identify and take action toward a common goal.

Preferred Qualifications

  • Master's degree in communications, strategic communications, or closely related field.
  • Experience working in or with local, state, or federal government.
  • Experience in qualitative and quantitative analysis sufficient to establish a system of measures and evaluate communication project results and to critique the analytical methods and results.
  • Experience implementing and supporting a new digital media channel for a large organization.

Additional Requirements

No driving duties are required. 

Limited in-state travel is expected, approximately 1-2 overnight trips each year.
